Both cards look pretty good, but I would go the secure way with Loan Shark, it has a very good effect, probably too strong for it's cost, maybe cost (6) or reducing Health to 5, since also because Rogue has a lot of good 5-Cost cards, heck, but I love the effect.

I kept Loan Shark a little OP because if that Lyris the Wild Mage card from 2 weeks ago can make it far, pretty sure any OP card can lol.
I got the image for Scourge Warrior out of google, can't find it in my history though.

Haggle and Haggling Raider seem pretty balanced, they seem alright, but Calamity is grossly overpowered in Discolock, finishes the quest on turn 3 (possibly) and fills your board with a very strong demon. I would make it cost 5-6 mana, or something to that degree.
I like them all, I think I like the Shark Elite Raider the best, seeing as the Stormy Jellyfish could possibly end up being a 6 mana Pyroblast in mill. Although it may be more balanced now that Coldlight Oracle is moving to hall of fame. And the Allibardtor is a pretty useful tool in zoo or disco.

Vigilant Overseer seems like a fairly balanced, anti-aggro card. I like it. I don't think you need to state 'this gains', simply saying 'gains' should be fine (see other cards likeAvian Watcher
Napalm Storm is a card I am not sure how to evaluate tbh, its either too powerful or too weak but I doubt it would ever see play because of its randomness (ofc Casino mage and meme decks would play it)
Treacherous Cultist is a decent card, pretty powerful in arena I think and it would definitely be a good fit in the combo deck you mentioned!
Overall, fav card is the overseer but for the memes, Napalm storm has it.
@SrVitor: Eh, I don't think Paladin needs more Silver Hand generation. Card's okay.
@Viridian: I really like Evergreen ritual. Choosing between both player's hand is a pretty cool idea. Though, maybe it's too costly; though I wouldn't know. Also I'd use an artwork more related to treants. The one you used looks more like a Paladin.
@Shatterstar1998: Miracle Dance's the best one imo. I don't really like the name, though.
@CheeseEtc: Finger of Death I like the most. Though you could raise it's cost to (8). Not that it makes any difference, really. I'd also try some other art.
@Sillyraptor: Shivarra Destroyer has a pretty interesting effect for a big Demon. I don't know whether you could raise the statline a bit. Maybe you could.
@LarryMoments: Allibardtor is pretty cool. Though the flavour is kinda weird.
@LucasPassado: Temporal Madness should read "Shuffle your hand into your deck. Those cards cost (0)."

@NOVEX0R: Deep Dive is pretty cool. I'd go for that.
@CollinthePyro: TheScourge is way more interesting than Loan Shark. It should probably spawn 4/4's though. We are talking about not only a 10 mana spell, but also discarding your own hand, after all.
@ffinderous: Pepe has a really cool effect for aggro Druid. I like it. I'd use some other art, though.
@linkblade91: Not bad. Though, the flavour is a bit weird since Adapt is all about dinosaurs. You could try something like "Primal Invigoration"; though that's no big deal. Also, I'd raise the cost a bit. Maybe.
@Joedarke7: I feel it's too similar to Divine Favour. That aside, I'd make it discard your whole hand and then draw.
Napalm Storm: A very weak card. Why would Mage ever play this over the huge amount of burn spells that is available to them given this card can not only potentially kill them but also need a huge set up.
Vigilant Overseer: A good card but the wording should be: "gains +1/+2 and Taunt".
Treacherous Cultist: A really boring card that is only ever good in Arena.
Observer owl is ok but the other two are insanely broken, about the druid card: It's a 0 mana dead man's hand that also draws you cards, insanely op. The same goes for finger of death, you just need 2 other cards in your hand to be the same cost as assassinate. Should cost 8 or more.
I don't disagree with you that Finger of Death is undercosted, but you're wrong about Regrowth conceptually... It doesn't say shuffle a copy of your hand into your deck, it only shuffles your hand into your deck. This is basically 'my hand sucks. I need to get different ones out of my deck and just save these to be drawn later'.

New Designs:
@Shatterstar1998 Dawn Drake should say '1 Health' not just 'Health' as it's ambiguous. It might be a bit strong conditionally compared to Antique Healbot, but it's fine overall. Not tremendously exciting... Maybe if it was a class card... Like... a Paladin class card... Lakkari Drake: "Discard your hand. Adapt for each card you discarded." on a 6 mana 5/5 makes this kind of a better Galvadon in most cases; Galvadon decks usually don't care about their hand the turn they play Galvadon, and this is usually going to get 5 or more adapts, especially in Warlock. Seems kind of overpowered, but I appreciate the flavour. I'd just step away from rogue healing altogether, though. :/ It might seem tempting because it hasn't been done, but hardly anyone ever likes it because it isn't 'flavorful'.
Dragonstrike: If it works like how I think it does (AKA if the Dragons cost anything more than 1 mana), then it has no chance of being play because it is pay 9 mana to do nothing.
Evergreen Ritual: Seems a little too inconsistent to ever see play compare to Living Mana

Dragonstrike is pretty cool, but I don't see how it relates to hand size. Evergreen Ritual is my favorite: it's neat and tidy, in a good way. "Your" doesn't need to be capitalized, though :P
My thought is it will be really painful trying to deal with losing your hand in such a fashion. As we can already see in-game, using Cataclysm to instantly-complete Lakkari Sacrifice is pretty nice...except having no hand is pretty shit lol.

Either/or is always a neat mechanic to play around with, and I like the idea. Your card cannot have the Classic watermark, though, because Poisonous didn't exist back then :P
Nice theme! These are the one's I've come up with so far:
Avaricious Adventurer: Great tool for control decks. Though it's similar to Corridor Creeper, you cannot put down two of them so easily since after playing one of them you hand will not be full.
Forgotten Ancient: Since Druid has so many draw now, why not give it a card that can take advantage of that? I'm split on whether I should give it a statline of 4/4; or 2/5 with Taunt.
I'll start reviewing cards soon.
Avaricious Adventurer is my favorite. Forgotten Ancient is pretty easy to abuse; if the Warlock is King of Hand Size, the Druid is arguably the Prince. The Adventurer, however, is much more interesting. "If your hand is full" doesn't exist in the game right now, so I'd focus on that.
Legendary cards are not an option for this theme, so (thankfully) Pepe is not allowed. Wild Mushroom requires some clarification, as it doesn't specify how much Health is being restored to your comrades upon death. 1? 2? A full restoration? The number needs to be there somewhere. That would probably cause the card to be too wordy, but that could be a sign that your card is too complicated.
Somewhat by the process of elimination, I prefer the Priest spell the most. "-1/-1" irks some people, but I personally believe it's a matter of when it becomes an official thing, as opposed to if. It should say "If your opponent has more cards in their hand", though, which makes it way too wordy. Again, there's a lot going on here and it might be too complicated to really fit all of it together on one card.
Thoughts? Not my best cards but I think Scourge has cool flavor.
Edit: Original idea for the Scourge was 5/5s instead of 3/3s, which is why "discard your hand" is included. I should probably remove that now, right?
With Loan Shark, there's no need to "shuffle" two Coins on top of their deck: you know exactly where they're going, so just say "place" lol :P Beyond that, I'm not thrilled about Loan Shark's supposed purpose. I don't see how this would fly in Hearthstone: a simple Loan Shark + Shadowstep combo will deny your opponent four turns' worth of their cards, and it could get even worse when properly set up. If they don't have card-draw already in hand, there's basically no recourse outside of the Warlock's Hero Power. This is kind of like the opposite of Mill, but still not-okay :/
With that in mind, I definitely prefer The Scourge. However, as it "only" provides vanilla 3/3s, I think you can either lose the hand-destruction clause at the end or drop the cost down a mana crystal or two.
As Viridian noted, this is literally Divine Favor with a negative attached to it. The Discard is potentially a plus in Discardlock, but even then...there's not much here :/

Redid some of my cards, dropped fire blast cause it felt awkward. I feel like higher attack but not health (maybe it should stay a 4/4 or a 5/4 or a 6/3?)on Shivarra works because it goes against what warlock is and most locks will not be playing it turn 2, mostly looking at either the warlock card or the Seer, I feel like the hand stats works so much better on minions. Let me know what ya'll think

Unpopular opinion: Rogue is OP
Is this suppose to be a battlecry effect or end of turn effect. Either way you should fix the wording so its not to vague.
Otherwise not bad, definitely a good top deck.
