No, he isn't - that's why everyone is playing Troggzor the Earthinator. But seriously, Boom combines great stats with great field presence like probably no other minion, except maaaaybe Onyxia. But then again, no one is running her as she unfortunately is a little bit too situational and expensive. There is probably no other (neutral) legendary that gives you that "uuuughhhh" feeling as reliably as the Dr. himself.
What does every pro say the first legendary you need to craft is? Dr. Boom. He is also sarcastically known as Dr. Balanced by them as well. Yes he is that good, he is the best card in the game.
Dr. 7 is a good card, I'm sad (not really :P) I never got to play him before the nerf, I could imagine how awful that felt seeing him drop down.
There are ways to play around him, and to be honest I find him less annoying than Dr. 6 (Mysterious Challenger). I run a BGH in most of my decks just for him (except tempo mage or any aggro decks). What you want to do is clear the boom bots before playing anything that turn or just kind of calculating the risk or playing stuff you don't mind dying for the chance to not take face damage.
Definitely a very strong card, maybe the strongest, but I don't know if he's overpowered. Basically he's a staple for most every deck, along with Piloted Shredder (which is also stupidly strong)

Dr. Boom is the best 7 mana card in the game but if you look at all the 7-mana cards most pf them are actually really bad so that's not really saying much
The "other 7-mana cards are bad" argument is pretty much invalid when he is better than all the 8 drops as well, and many of the 9 drops. It's not about the 7 mana slot. It's about being broken as fuck.
Tirion Fordring = 8 mana, and is a class card so should have even more value than an 8 mana neutral, and he does. And Dr. Boom is still stronger than Tirion Fordring.

Yes, Dr. Boom is that good. There isn't much more i can say that hasn't already been said yet about how well he trades, card efficeny and a 9/9 for 7 mana spread across 3 bodies that deals 2-8 damage to 1-2 targets (possibly even face for lethal).
What I will mention is that in addition to all of that above powerful attributes, Dr. Boom synergizes with other great cards too making him utterly bonkers. He combos with Knife Juggler for 3 damage on turn 9 or if one comes out of shredder (a card every one will be using) and his 2 boom bots are mechs. This allows mech synergy cards like Tinkertown, Blastmage, Power Mace and the new Gorillia bot to synergize with Dr. Boom as he has tribal tag on him too. If un-answered he allows board based decks to synergize with him amazing well, in particular Combo Druid using Savage roar and Blood Lust Shaman who can also use Flametongue totem. Battle cry synergy isn't a huge thing yet but it means he's a solid drop with Bran on board and sapping Dr. Boom is pretty much never a good idea unless you plan to kill your opponent right away or have no other choice.

Boom is almost impossible to deal with effectively. Unless you are very lucky, you spend so many resources on him, when you can just hex tirion. Also boom instantly takes you board after any board clear or contests almost any board, no matter how much behind you are

In a single card you get a War Golem with potentially two Assassinates attached to it. That is beyond gross. At the very least, you get 9/9 for 7 mana
