I just pulled a golden Toshley out of my last booster, and I was kinda thrilled... at first. I mean, does this card has any interest at all ? I'm really not a mech-mage fan, and I already have what it needs to work anyway... Besides, he seems consistently weaker than Sylvanas for a 6 drop.
I miss a few legendaries, but I own all the staples : Neptulon, Malygos, Jarraxus and Geddon caught my interest recently, and if were to dust Tosh, I could craft one of these.
What do you guys recommend : is he worth keeping ? Or should I dust it right away to craft an objectively better legendary (considering I own every "staple" legendaries) ?
What it comes down to is...if you want a complete collection at some point, don't dust him because you will have to craft him later (or you may "get lucky" and get him in another pack later on). It's obviously more efficient to keep him and dust him later if you get future copies. Obviously if you one day want a total golden collection, like I am working on, you wouldn't want to dust him for that reason. That being said, if you want to make sure you have the best cards you can possibly have right now, and you aren't as concerned with efficiency of completing your collection, then obviously dust him to get better legendaries that you are missing. Toshley is useful in some mage decks though that combine the spare parts with Flamewaker or Archmage.
While I do intend to have a full collection at some point (hence me keeping very weak legendaries such as Flame Leviathan), I really dislike the esthetic of golden cards. Golden border, ugh... So yes, I do not intend to keep a card because its golden.
I would dust it because it's golden so you can basically "trade" it for another legendary, and there are surely better legendaries than Toshley.
If this wasn't a golden card then I would keep it since you would only be getting 400 dust. It's one of those nice to have cards to use in certain decks but not worth spending dust to craft. I would 100% dust it for the legendary that you really need for your decks.
Dust for meta legendary for sure, dr boom/ sylvanas. Toshley's legendary status actually made the card worst, you can only put 1 of it in your deck and it doesnt combo much, even if you use waker mage there are better alternative.
If you got the meta legendary, keep it and if blizzard made changes to it you will get extra dust.
As much as I want a Toshley, I'd dust a golden one and craft a legendary of choice. I crafted Neptulon about a week ago. Fun card! No regrets. Had a blast playing two Old Murk-eyes.
Oh, yes I know it's better used in non-murloc shaman decks. :P
Try playing around with him, if you like it and feel that it fits in your decks then keep it, otherwise there really is no point in holding on to it, I mean it's not like Dr.Boom that it has a chance of Blizzard changing it in the future, so the best you're going to get out of is 1600 dust.
Toshley has been very good for me in grinder mage. Generates 1-2 fireballs with Antonidas if nothing else.
Good in priest as well -> taunt + black knight, shadow madness time rewinder (stole ysera this way twice with shrinkmeister added to the combo), reversing switch and + 1 attack for putting things into shadow word range. +1 health *sometimes* helps in trading, but the other spare parts are awesome. Freezing one is also okay sometimes! Also, all of them sync well with Wild Pyro.
I think tosh by himself is bad, but with gazlow is even worse, as both cards in synergy do provide a specific mech minion draw function, however the stat curve against mana curve with these cards is very bad and including both, your opening yourself up to a favorable mid game trade that will be a massive momentum swing for your enemy and the mage hero power might be able to compensate for this, but not always.

Ah dust him. He's a solid middle of the pack card but... surely there are better legendary cards you want to have.
