Uh yes it is, it has a really good 3 card combo that fills your hand with VALUE
And if you don't have those *exact* three cards it's slow and does not do enough. There are still plenty of ways to kill it before it generates any value.

Zoo warlock is losing keleseth, fungalmancer and Doomguard . It received only the new 2 mana destroy a friendly minion and add 2 lackeys in your hand card, the others don't look that promising to fill the tempo gap that the rotating cards leave.
Midrange Hunter loses Crackling Razormaw , which is a huge blow for this archetype. The new cards seem to focus more on mech/rattle and spell/Zuljin synergy than the aggro character of the class.
Odd Paladin , is rotated, as well as the wounded but still strong Odd Rogue.

I don't think this card is as good as a lot of people are hyping it up to be. 7 mana 6/6 isn't very strong on curve and it has no immediate effect without using shuffle mechanics - even then you still wont get the extra value until you spend the mana to play the card that he gives you, which will most likely be next turn at the earliest.
definitely not an auto include in anything except pogo rogue, which I honestly hope doesn't become a thing because who really wants to play against jade decks in standard.
Really cool hand-filling combo potential if you shuffle Tak himself and can manage to get two copies on board at once, but really I think he's too expensive for anything like that.

While its true that aggro loses a lot, all other decks lose Tar Creeper and Stonehill defender. Those 2 basically had insane influence on the meta arguably even more than any DK card or other Year of mammoth card.
Midrange hunter will go nowhere, might get even more aggressive with 3drop taunts gone, as you say Zoo will find its way and maybe token. If they dont reprint an insane 3drop taunt aggro will rise again.
The potential that this card can do is just bonkers. I am completely aware that this is slow. The value that this card can make is just scary. I will vote this as "Very Good". It could be a complete dreamy meme but the power and the potential of this card is up there.

As for the loses of tar creeper, well tar creeper was also played in zoolock, doesn't that hurt him? And the new 3/8 mech on turn 4, is great anti-aggro, better than tar creeper especially if Zilliax is attached on it next turn. As well as the new rush in thief rogue.
We have to wait to see the rest of the cards of course.
P.S I forgot the tempo/miracle rogue which is great this expansion. 1-2 additions / replacements in cards like Faldorei Strider and Fire fly and this deck will be tier2 easily next expansion.

Don't get me wrong, this card is very good, and this+bunny+Togwaggle's Scheme is scary. BUT it's not meta-breaking.
