Had they tied up more exclusive cards into the game (like the old adventure mode), people would complain that they were forcing users to spend more money and it's not fair on F2P, etc, etc.
I don't think Blizzard do everything perfectly, but they cannot win. If you did not enjoy the first wing, do not buy the rest. Once all the other characters are unlocked over the coming weeks, the first free chapter is the size of their previous free content like Dungeon Run.
I'm sorry, but this is not a cash grab or a scam. It's paying for X4 additional dungeon runs if you enjoyed the first free one.
Doesn't seem like Hearthstone is losing too many players year on year. Obviously this doesn't speak to retention of players, but the argument of Hearthstone failing to attract new players anymore (as some assert) is statistically not true.
A better solution is probably to discount the gold cost of the first 100 packs of classic cards for new players.
Giving everyone all the classic cards would create a less diverse meta with people having to only buy a handful of the new expansion cards to create the best decks.. there would be no need to be creative and find replacements for epics and legendaries you don't own and can't afford.
I maybe own 50-60% of the classic collection and the thought of suddenly having all the other cards added to my collection over night would probably turn me off the game fairly quick.
I appreciate what you're saying, but I've been playing since the original adventures and dusted every single non-standard card to date and haven't regretted a thing. I can understand the appeal of wild for others, it's just not what I want out of this game. I personally enjoy playing against the same predictable decks and trying to find a fun off-meta deck to counter and beat them. I'll hit rank 5 and try to ladder up to legend with Tesspionage or some Immortal Prelate deck - I haven't got bored yet.
The OP may be a troll because I don't understand why you would dust prior to opening your packs, but I think for a large number of people (especially those that are F2P), dusting wild cards makes sense.
If someone has no interest in wild, there's literally no reason to keep the cards. You can win tavern brawls without.
I'm not interested in playing against the likes of Big Priest again, so will probably never play wild. I may disenchant my cards, I did last time and haven't regretted it. I'll make my decision after I open my 100+ packs and what my legendary pool is.
Currently, I love Tesspionage Rogue. I love the unpredictability of every game and having to work around what you pick up from the other class.
Prefer to avoid aggressive decks like the current tempo mage and the mirror match up. OTK can also sometimes be less fun, unless you can vanish them into burning key combo pieces.

And what will brawls reward? Card backs? That would kill a massive part of the enjoyment for me.
Giving everyone everything from classic would probably make the game very stale, very fast.

This is exactly what cutlass needs. Admittedly a little messy, but this gets you charges in the later game when you may be running low.
