It's definitively NOT Dr. Boom. He's far too slow and nobody plays him.
My top 3 are:
3.) Sludge Belcher: he can single handly deny a whole turn by the enemy; even worse, sometimes he can do even more.
2.) Tirion Fordring: has absolutely everything: Taunt with Divine Shield, so you always takes 2 hits like loatheb, and then you get a 5/3 weapon as deathrattle-effect.
1.) Loatheb. 5 mana 5/5 with an effect that totally destroys enemy spells this turn (and prevent the enemy to use efficient board wipes, except Defile)
My definition of "best standalone card" is something you can put in any deck regardless of archetype, and isn't reliant on any synergy. In other words, they're already strong as they are. My top 3 would be:
1) The Lich King - Mostly played in control or midrange, but it can be argued it has a place in ANY deck. What's funny is how the Death Knight cards are either OP (Anti-Magic Shell, Frostmourne, Death and Decay) or liabilities (the rest), which I guess makes Lich King a balanced card?
2) Tirion Fordring - Just a strong, strong card that can fit into any Paladin deck. Unless silenced, this dude is extremely hard to remove while providing insane value.
3) Grommash Hellscream - Staple in any Warrior deck. One can argue it needs cards like Inner Rage or Whirlwind to maximize its value, but you can't go wrong with a charge minion with a 4/9 body as triggering its +6 effect is almost assured the minute you drop it on the board.
Righteous Protector can be another candidate just simply because of the fact that she is a better Annoy-O-Tron. Basically she can absorbs 2 hits to you or your board without any requirements.
Elise Starseeker. It gives you the Map to the Golden Monkey, and eventually the Golden Monkey itself, and then everything is all legendary. That's just too cool--it's an entire adventure in a single card. Game-wise, it wasn't that bad, either. It turned weak cards in control vs. control match ups into potential late-game threats, which is decent enough.

Stand alone card would be Elise Trailblazer cause she brings u 5 random cards that usually includes a legendary and some times elize herself so u can repeat the whole process
Sunkeeper Tarim needs other minions on the board to be good (strong ones for opponent and/or weak ones on your side). Stand-alone, he is just a 3/7 Taunt for 6 mana which is very bad.

A game in top deck mode, with an empty hand, I think I'd probably want Deathwing.
