A tech card to counter "miracle" deck, why not. When your opponent draw the 3rd candle, does it awake the minion right away? Or at the start of your turn?
Right away. So yes, the opponent can destroy it.
To answer another question: when you wake him up by letting the opponent draw on your turn, the minion wokes up and as every minion you can't attack with him in this turn.
1. This is inactive until all 3 candle cards are drawn. Until then this is 4 mana do nothing.
2. Since it's inactive until all 3 candles are drawn it just gives your opponent all the time in world to remove this minion that is unless you're playing against an aggressive deck in which case they'll ignore your "4 mana do nothing" and go face.
3. Yeah this counters highlander priest but are you really going to play this card for a small fraction of your match-ups? Just play Fal'dorei Strider instead if you want to do that.
4. No this doesn't make mill rogue viable nor will it be a card you decide to play in mill rogue for that matter. When you fill your opponents hand and start making him draw more to mill him there is a good chance you will instead mill one of the candles which means The Darkness will never activate. This is the same reason Beneath the Grounds never saw play in mill rogue.
You should strongly consider what Raza priest will become if this card becomes popular. While it may muck up the highlander aspect of the deck it is not as if it disables the hero power. With the rise of dragon/death rattle/kalaseth variants of the deck, this card does not instill any sense of concern because best case is this activating T7 while their keleseth buffed minions are eating your face.

Well it is pretty slow and your opponent can see it coming so they can save a removal card for it. I think it might be to slow and predictable to be as dramatic to the meta as you think.

Apart from aggro, virtually every other deck in the game runs multiple answers to individual big threats, or they run board clears. The Darkness is kind of like a 4-mana 20/20 with "Battlecry: Freeze this minion for 10+ turns" - except you can't Silence it, Taunt it, or do anything else with the body. If you manage to survive long enough for this to activate, it gets answered before it attacks. As far as using this to prevent Raza the Chained from triggering - about half the time, the Priest plays Raza before you stick a bunch of candles in their deck.

So it turns out they had the translation on the card wrong. Just found out....what it actually says is:
Lose all tempo. Lose one (1) minion slot on the board. Cry you spent 1600 dust to craft.

Once it becomes active just kill it. Plenty form of removal like Polymorph, shadow word, hunters mark, deadly shot, brawl, execute, etc.
