Yes, it's not as good as Consecration, but it's doesn't have to be. You need to evaluate it against Hunter's other options for AOE, which are pretty crappy. I can see this being played in a Deathrattle synergy deck.

Your opponent will do face damage, trade it and land minions again. At this point better playing Explosive trap anyway. The only good version would be this with play dead, but that's a 4 damage 2 card, 5 mana AOE with half damage you can't trigger immediately.
As a deathrattle minion there must be some good stuff, but I can't see it for now.
