Do you think blizzard would ever consider rotating a card early? The issue here is anything in hearthstone that's free is incredibly broken just on the premise that you're getting something for free. You have cards like Cloaked Huntress, but those aren't totally broken because it still costs you a card to play the secret.
If you want to talk about limiting design space, patches is like the perfect example of something that does exactly that. Literally no good pirates can be printed because you can get a free 1/1 from your deck when you play a pirate. It's in pretty much every single one of my decks since it's so broken.
Since the nerf of STB, my winrate against pirates, which i almost only see in pirate warrior these days, has gone up. I have no proof since i don't use a tracker of any sort, but i don't believe Patches is that stupidly overpowered any more.
Hands down most powerful one-drop in the game when paired with N'Zoth's First Mate. Three power 1/1. Plus weapon synergy. It isn't fun and it isn't fair. My two cents.
Can't decide as of now, need to see Un'Goro cards to see what blizzard come up with to make people want to switch from an extremely fast, effecient, effective, cheap and easy deck to play. Basically they need to print cards that won't be worse off than pirate package. If they don't and they are too slow (like doing quests could be really slow and you could be dead before you slap on an 8/8 taunt and restore to 40) then yes Patches should be rotated out early, otherwise nope. The pirate package can live.

Why is that? They've nerfed legendaries in the past, and they're hall of faming 2 legendaries next month.

Agreed, though I don't think they would relegate the card - PW is considerably more powerful in Wild, in any event.
The VS data suggests that PW didn't lose any steam from the nerf, as the deck's best counter was completely killed off. This morning, the PW win-rate was 1% higher on the VS live page than it was prior to the nerf - it's currently the top deck on ladder with a 17% play-rate, and 53% win-rate. Given that the deck is frustrating to play against, regardless of its win-rate, I think it's best to nerf the card - maybe "if you have played two Pirates this turn . . ." or some similar effect. Getting it on turn one seems a bit too swingy, for all the reasons you are familiar with.
Patches isn't the problem, it's the lack of good answers to fast aggression in Standard. You ever play against Pirate Warrior in Wild? With a proper control deck, it's basically a free win because of Sludge Belcher and Anti-Kill Bot.

No, but Jade idol would be a better candidate for early rotation (this will never happen though obviously). I think Jade is going to cause issues with the entire year of Mammoth.
Honestly, I don't find him to be a huge deal anymore. Sure, with N'Zoth's First Mate, it's a pretty great start, but I believe it has more to do with how Pirate Warrior functions.
As someone who drew into patches 12 times yesterday, the draw back is exceedingly real.
I wonder if they could balance pirates by adding in a 2 mana Harrison Jones effect to the Un'Goro set. Maybe not that specifically but some sort of super powerful early game anti weapon card.
Patches is not the problem. Jade is the problem. Pirates and weapons strength overall is the problem.
I expect upgrade to get nerfed to 2 mana just like spirit claws did. I also expect a nerf to either winaxe, frothing or korkron elite. In all, 2-3 nerfs to pirate warrior a few weeks after the new expansion is out. Patches is fine, it's weapons and charge that isn't.

I think Patches is a cool card except when it comes out on turn 1 with something like Nzoths first mate. Then it's complete BrokeBack shit
