Because of some economical priorities I won't have money to buy 50 packs this expansion.
I have about 6000 dust, together with the three freebie packs from the events going on. What looks like some safe bets to craft?
Quest druid, quest shaman and quest rogue all look incredibly strong in my opinion, but druid and rogue does look like more fun than quest shaman. Druid for it's uniqueness and burgle rogue because of the fun RNG factor of what cards you get from burgle cards.
My opinion is craft what you like to play. Almost any decent deck can be piloted well and win games, if you like a deck you will pilot it better and have more fun. Unless you're playing professionally what's the point unless it's fun right? There is something to be said however about waiting to see what is good and what is not. What I would do is wait to see which free legendary you get and start from there. Some cards also only make decks stronger but aren't needed and can be replaced with similar card stats and effects.
To be fair I buy both expansion packs every time around. If there is a deck I really want to play I craft it. If I don't have the dust I just de warrior cards because I can't stand playing warrior.
If you are desperate to craft something right away i would say Quest Shaman as it will mostly likely be the strongest new deck we’ll be seeing this meta. The quest could also be played in Wild to tailor a more personal deck with even wackier combo’s.
Personally I would say hold your dust for a few weeks if you want the topdog of the new meta.
Also I am almost certain Zephrys will find a place in deck with a good stance in the meta (if not in Standard, he’s always gonna be amazing in Wild Reno decks).
A deck can seem very strong the first days of the expansion and then people will find a way to counter it. If you are conservative about your dust then wait for the meta to settle in.
It's a boring way to do it but it's way more safe.
All the quests you listed plus Siamat are probably the safest day one crafts you can get. Once you craft those wait a few weeks to see how things shape up.
If you play for fun craft and try anything you want but if you play for win and have limited resources then you don't have choice, you need to wait and see what deck will see play.
Personally, the day I need to do that I leave HS, the more fun thing in this game is build your own deck and try in the few weeks after release before 99% of the players brainless and souless copy&paste the best decks and after you see a single card already know what the other 29 are.
Craft with care cuz creativity and originality is punished in this game, the xpac is not even out and we already have so many decks to choose from. I did this mistake a long long time ago, many many times. I ended up disenchanting whole collections just to craft an aggro deck so that it will help me win 2 or 3 games, cuz my own decks(even if they were bad, they were mine and mine alone) could not win, I faced the same decks over and over again and never would I meet someone with a crazy idea, a twist or anything...
Crafting decks day 1 is inadvisable unless you really take a fancy to the playstyle and are not bothered about it being tier 1.
As for individual leggys: There is no way in hell that Siamat isn't a great card. It will also fit in a ton of different decks so I see it as the safest day 1 craft of the entire set.
If you really want to craft a quest then I'd say Shaman looks strongest. It's easy to complete and double battlecry is just obviously super strong. I have real trouble seeing that deck be below tier 2 and could easily be tier 1.
What rank do you usually play around?Do you grind to legend?Some decks are easier to pilot than others.I see some cards with very strong potential at the moment.Also what legendaries do you already have?There is no easy answer.
I have seen a lot of cards reviews.People rate Reno Relicologist low but i personally see him as a better 4 mana yeti combined with 2 mana deal 10 damage to enemy minions in highlander mage and that deck already existed before and its gonna be stronger now.
Personally I'm saving the dust even if I really love building and trying new decks, but because hearthstone is so demanding in gold and dust it's better to craft a good deck that can stand a chance against most of the decks in the meta (i.e. in this meta conjurer cyclone mage, token druid, bomb warrior, overload aggro shaman etc..).
But still if I had to craft one of these three decks I'd craft quest shaman just because of the variety of ways to build it, with a mutate package (with the mogu rush guy, gigling and former champ) or a burn/stall variant (with earthquake, scheme, 4 mana draw a 5+ cost spell, sunreaver warmage and lifedrinker), or even a token variant with stuff like explodinator and the overload package. Quest rogue is also fun to build in different ways, but still druid would be the most flexible deck of the three just for the choose one cards and the great tempo plays it has at disposition.
Another good craft is reno hunter, just because reno decks are just so fun to build and figure out and also hunter in general already has a strong base for an highlander deck

Id say druid is pretty save. Will see play, token Quest Combo token version. One will Sure be top tier.

Siamat is fairly safe. I would wait on everything else.
There are no decks which are safe to craft on day 1. It’s the same every expansion.
If you want to be safe craft the most braindead smorc there is.
