Massive amounts of players started using it day 1-2. So players made decks to counter it (agrodin). Now people are making decks to counter Agro, and midrange becomes powerful (budget hunter). Pretty soon people will make decks to counter midrange (evolved cubelock) and then OTK Shaman will be back on top.
This meta is constantly changing, and will continue to do so. This is the most volatile meta I've ever encountered, and the key to climbing the ladder is to be the first one to counter the current day-to-day meta.
So stop asking "why is OTK weak" and questioning the meta. It's clear that this meta is already set in stone. The top 4 decks will be OTK Shaman, Cubelock, Midrange Hunter and Gennadin.
The meta is always changing in the first weeks of an expansion. The rate of change will slow down after a while, when the best decks are found and it will eventually come to a stable (but less exciting) balance like the K&C meta before the expansion.
And also due to the fact, that people were goofing around with their witchwood decks, while the shaman TTK felt the most consistent one. That deck failed mainly because of how weak the shaman set really is. While other classes have better tools to stall and to heal, shaman uses self-punishing (Overload) unreliable (RNG-dependent) AoEs. The draws are also kinda weak so it's no wonder that this deck didn't succeed, once the meta decks started getting refined.
I want to disagree with what you said about Cubelock. That deck can find Mountain Giants by turn 4 and they can also be quite aggressive with their Doomguards as well. So cubelock is not countered by Shudderwock shaman. This deck can only defeat attrition or super slow value ones.

there's no way Shudderwock at its current versions is better than Cubelock or anywhere near tier1. Cubelock is faster, more reliable, their threats outlast even Volcano a lot of the time and you have only 2 Hex that you need to find. in the worst case scenario, Warlock will also be running the "discover a demon" card if things really go that far. in the meantime, you just get overrun by Paladin (which is here to stay) and even something "easy" like Taunt Warrior can put on enough aggression that you lose.
any deck that relies on drawing out 90% of their deck while playing underpowered/understated cards cannot hope to ever be top of meta unless their basic and classic set supports it - like how old Freeze Mage was. Shaman ain't no Freeze Mage. I predict Shudderwock will find its place sooner in some non-OTK version (or a deck that doesn't strictly rely on it) until next expansion, when they maybe get better tools for it.

That's the problem. OTK Shudderwock currently relies on common/rare cards to keep it sustained. That's a problem. There are currently so many more tools at Shaman's disposal to keep sustained. The potential is there, and we will find it. You'll see.
Isn't that just how the meta works? The real question is if taunt decks will stand up to the Wock. If they do, the Wock is cooked, otherwise, it's a triumvirate and other builds are outliers.

Hmmm, Aviana/Kun druid is a very viable otk combo deck, combo miracle rogue has been tier 1 and Anyfindin has had strong periods as well. With enough stall, lifegain, removal, aoe and draw, combo decks can work pretty well in Hearthstone.
It shouldn't be that dificult to support it, though, maybe next expansion? I am sorry, even if paladin and warlock gets nerfed I don't think Shaman will work.
