I suspect they will add something in the future that lets you convert coins from one merc to another of the same rarity at something like a 4:1 ratio, or maybe some other ratio that varies by rarity.
They probably had other priorities for launch, and to me this seems like a reasonable thing to delay. It would have been better if they had announced it as a "coming soon" feature -- to keep the haters from hating -- but to be realistic, it's not something many people are going to need right away.
I'll add that if you are grinding (or buying) enough coins that this is a feature you could possibly use, you are already in a pretty good spot. It's not going to kill you to wait.

i was actually afraid of something like this so instead of buying the packs when it was released i was waiting to see how the system works once a merc is maxed, and thank god i was right to wait because i would've been mad to spend that much money and keep geting coins for a maxed merc, and for those who say the normal system for cards was the same, it was not because you had dust, the mercenary system is different because the coins are lost if the merc is maxed, they 100% tought about it if a random guy like me tought about waiting instead of spending money right away

Grinding most of the mercs is fine, to be honest. You can grind over half the legs from HCs just with the basic team - and HC gives a decent coin rate, plus the packs from tasks.
My man, the gamemode JUST CAME OUT. CHILL for a moment. The alrdy confirm via Twitter that they wanted to add a coin exchange system to the game but waited until they had more data on excess coins. You can't expect a game to come out and fix the first no life issue that comes out right away.

It is terrible if people are pushed away from relevant-level and difficulty content to lower level trivialities - terrible design. But you can currently grind the reward you want - and for most legs it's not *too* bad. With 8ish exceptions who have hard HCs, grinding on HC gives you ~21 coins per run for legendaries, and isn't that hard with a basic team. The only exceptions so far are anything winterspring (that trash! Handled 1/6 on HC, though it's shaky on some of that trash - should have that down soon enough, though the nature dam team is crucial, in part because of Malf's passive heal of 18/turn per char), Geddon (no clue what team to use there since greens are relatively weak and anything else gets massacred T1), and Rag/Domo (tougher fight than most bosses, plus Rag on top if you didn't roll a stupid treasure to autokill). Geddon feels hardest, but that's because my default teams can't handle him whatsoever. Rag is certainly doable, but not great to farm with a lower chance of success - may need to level up an ice team (Jaina comes from the easiest HC BRM to farm, IMO). Winterspring bosses aren't too bad, the trash feels worse for most of it. Emperor is pretty trivial with no legendaries or heavy investment, for example, and Garr is hilariously easy unless you get unlucky and get forced into a potato, in which case he's slightly harder. Grinding Malf coins (and yes, Stranger is very common if you do the correct level content, appearing in most runs) is the main grinding to power up and do the winterspring HCs. If you're 18 Qs down on the rest of your team, you seem to be guaranteed your one with quests left as an option - I suspect it picks as many from your team as it can, then random other mercs you own with Qs left. Took me about 9 question marks to get Malf's task 7 weap from zero.
Grinding on normal is ridiculous, though, with notably smaller bundle sizes and also approximately half the appearance rate of legendaries (13%ish per each of three reward bundles compared to 27%ish per for HC). Looks flat for the in-team reward box, but I've changed my team around a bit during my data collection, so hard to say for sure. The random box looks entirely random with no weighting.

I wouldn't say that grinding late heroic is easy even with a good team.
But I can agree that, in the current state, the game is too repetitive and grindy.
I have effectively finished PvE (paying 500 gold for PvP, one camp upgrade and heroic). Sure I have only few mercs maxed, I have only 5 legendary mercs crafted but I have no real interest in getting them because I am not really interested in PvP and I am not that kind of a person to grind just to get better numbers
Game is not a true roguelike, the game is repetitive, beating heroic bosses is often about lucking out with rewards (sometimes making heroic bosses trivial), getting to bosses can be rather boring...
I need major upgrades to enjoy it. Namely, I need truly random bounties or something like survival mode
I have 1700 coins for a maxed mercenary, no use, would like to be able to swop for other mercenary coins or gold, build a coin exchange in the village maybe.
I'm not even sure how far they thought for this game. The economy of the game seems like it was dropped as an all overruling feature after most of the actual game was designed. That they forgot to make an outlet for their sewers is embarrassing but should only be a real problem after a while. Giving them time to work out a new model for how to convert coins and still make good money on packs. Personally, I think it's unprofessional and have put this game on hold until they start patching up the gaping holes of their in-game economy...
Not at all. Compagnies dont plan for No lifers. Only an extreme minority have the excess coin problem. Also most of Them are excess coins for xyrella and samuro, u know the ones every one got free and farm like idiots thinking they were the only good merc in the game because of streamers.
Excess coins arent an issue ATM. Also i forgot to mention that whales also have that problem du too being whales
I paid for a couple of the bundles, due to 1700 excess coins for cariel I won't be paying for any more bundles until the issue is sorted. No problem for game play I agree, just lost revenue for hearthstone.

This just REEKS of impatience and entitlement to me.
If the bundle is good value, it's just good value. The launch bundles were good value, the new ones aren't, they're outrageously bad. No one should buy them, then Blizzard will get the message that if they provide us with quality things to buy, we will, and if they don't we won't.
Also having excess rare coins is just... going to happen. Rare mercs are easy to get and rare coins are easy to farm. Even if they give us something to do with them ,it's not going to be anything all that spectacular when they're so easy to farm. I'd rather honestly that they let us use coins to buy cosmetics. But I know they're not going to do that.
