We don't have Lesser Ruby Spellstone but we do get Shifting Scroll(possibly) and Deck of Wonders. Why run a bad card to generate three spells when you can play a card that will play any spell regardless of mana!
That was a joke - Lesser Ruby Spellstone is even cost, so it's a no go. Also, I believe it has been stated that Shifting Scroll will be counted initially at 0 mana, which also makes it even and Black Cat won't work.
Generally this card is just bonkers, considering it's power level. However, it requires cutting so many good, magey stuff, that I'm not sure if it's worth it. If we still had Arcane Blast and Firelands Portal wouldn't rotate, then who knows? It's better than Azure Drake, but requires deckbuilding cuts.
As of now, I can't see it making any deck. Or at least not fitting in well. The body and draw is nice though for 3 mana, but you'll be ditching Fireball, Frostbolt etc...

So if you're got a tempo mage haven't drawn your frost bolts, it's a 3/3 +1 spell damage minion, but if the game has dragged on, and you've already drawn your even cards, you cycle the card.

No, because you'll only play it in an odd cost deck, which adds enormous restrictions, so it comes with an extra cost.
Are you blind? It has +1 spell damage regardless. It's literally just a better soot spewer, he is completely correct.
