It will replace your hero power with the upgraded version you would get from Justicar Trueheart. If you use something that changes your hero power, like Shadowform or any Hero card, the hero power gets replaced again. It doesn't mean that any hero power you have is upgraded. :)

I want to like this card but the restriction is just too heavy. The effect doesn't stack with Deathknights and actually can't be played alongside most of them at all so you immediately kill all potential use this card may have had in Warlock, Priest, Rogue, and Druid. The remaining classes lose some important stuff too though a couple can make do I'm sure. Losses in bold are the most important ones.
Warrior loses Dead Man's Hand, Armorsmith, Battle Rage, Bring It On, Cruel Taskmaster, Drywhisker Armorer, EXECUTE, Revenge, Slam, Sleep with the Fishes, Blood Razor, Death's Bite, Bloodhoof Brave, Shieldmaiden, Unidentified Shield, Geosculptor Yip, Grommash Hellscream, Rotface, and Woecleaver. The losses you suffer from running this card far outweigh the benefits and as such Baku will never see play in warrior.
Mage loses Arcanologist, Flame Geyser, Flamecannon, Frostbolt, Lesser Ruby Spellstone, Medivh's Valet, Primordial Glyph, Pyros, Raven Familiar, Shimmering Tempest, Sorcerer's Apprentice, Unstable Portal, Echo of Medivh, Fireball, Leyline Manipulator, Molten Reflection, Polymorph, Aluneth, Blizzard, Kabal Crystalrunner, Meteor, and Pyroblast. The only thing that doesn't have fatal losses is elemental mage and even then you still lose one of your best elementals, oh and of course you gimp your deck for fuckin nothing because Baku's effect is gone once you play the deathknight. Baku will never see play in mage.
Hunter loses ALL OF ITS SECRETS, Crackling Razormaw, Kindly Grandmother, King's Elekk, Quick Shot, Scavenging Hyena, Steamwheedle Sniper (would have been decent with Baku's effect), Dispatch Kodo, Flanking Strike, Houndmaster, Infested Wolf, Professor Putricide, Lesser Emerald Spellstone (no secrets to upgrade it), Deathstalker Rexxar (This isn't a big deal at all), Savannah Highmane, Seeping Oozeling, and Kathrena Winterwisp. I would say that overall Hunter doesn't lose too much. It's rough to have no secrets or the dumb broken 2 drops you're used to, but you can probably do fine just running heaps of 1 drops and spamming your sweet sweet 3 damage hero power. I can see Baku being used in Hunter but it probably won't be too oppressive.
Shaman loses Totemic Might (kappa), Ancestral Knowledge, Crackle, Devolve, Eternal Sentinel, Fireplume Harbinger, Flametongue Totem, Jade Claws, Lava Shock, Maelstrom Portal, Primalfin Totem, Reincarnate, Rockbiter Weapon, Stormcrack, Stormforged Axe, Totem Golem, Ancestor's Call, Call in the Finishers, Flamewreathed Faceless, Hex, Jade Lightning, Jinyu Waterspeaker, Master of Evolution, Tidal Surge, Wicked Witchdoctor, Fire Elemental, Grumble Worldshaker, Thing From Below, Kalimos Primal Lord, and The Runespear. Everything is bold because Baku's effect is shit in shaman to begin with and not losing even a single one of those cards over, even Totemic Might.
Paladin loses Forbidden Healing, Argent Lance, Argent Protector, Dark Conviction, Drygulch Jailor, Equality, Grimestreet Outfitter, Hydrologist, Lesser Pearl Spellstone, Potion of Heroism, Primalfin Champion, Shielded Minibot, Blessing of Kings, Call to Arms, Chillblade Champion, Consecration, Keeper of Uldaman, Lightfused Stegodon, Murloc Knight, Silvermoon Portal, Truesilver Champion, Crystal Lion, Ivory Knight, Mysterious Challenger, Spikeridged Steed, Sunkeeper Tarim, Val'anyr, Dinosize, Lay on Hands, Ragnaros Lightlord, Tirion Fordring, and Anyfin Can Happen. The losses here get more and more painful as you go up in mana cost. I think Paladin might be able to make use of Baku anyway with a deck centered around spamming silver hand recruits. Not sure how good that'll be though.
Oh and Druid loses almost everything that makes its control decks good so Baku is strictly worse than the deathknight.
So, Baku is a bad card. Should have only prevented even costing spells or minions instead of both. It's just too restricting as is. However, Baku is definitely a card that will grow in power significantly as more cards are added to the game. It might be terrible now but it'll probably be a solid choice in a year or two.
Where does it say that it doesnt work with Deathknight hero power?
Because there is no upgrade for DK hero powers. As well, this is a hero power replacement, so any new hero power will replace it's effect.
The wording on the card is different than those of the Justicar and Graves. It doesnt say "starting hero power" that is why I was asking. Maybe thats why the card is so bad, maybe it works? Wishful thinking, I know. Have any of the devs confirmed that Baku works like the others?
Wording doesn't matter. They've been confirmed to be the same as justicar since the day the card was revealed.
Is it confirmed that the upgraded abilities will be indentical to that of Justicar Trueheart? That's important. It also kind of defeats the purpose of some Death Knights. Uh.
yeah they're the same, and not really since every deathknight is better except Garrosh and possibly Rexxar. good luck getting it to work in warrior though since it cuts out a ton of extremely important cards.
I wouldn't say it defeats the purpose of Death Knights. This is a card for another deck type, they are 2 very different decks. It's as if you are comparing a Kazakus Mage with Exodia Mage, yes, Kazakus restriction only kills your combo or doesn't have any use in the deck. You don't play Death Knighs and Baku/Greymane, they make each other useless. They are 2 different deck archetypes.
Might also see play in a dude paladin deck. 2 mana summon 2 silverhands is pretty good at the start of a game.

Better than Justicar Trueheart in that it automatically applies from the start of the game and worse in that you must build your deck around this. Interested to see if this is at all viable.
I think it will make the deck more interesting and fun, more interesting stuff you can do with this restriction + upgraded hero power. Maybe Inspire cards? ^-^ And how you can plan your plans, if you are going to play your 3-drop on turn 3 or 5 and such. :) Very excited for this card.
