Claw and Bite don't ever see play so why would this one?

It's sort of baffling.

If anything I'd have expected them to rework or buff those two into something useful.

Stuff like this makes me lose faith in the HS development team.

my point is that you don't seem to get what Quotation marks are used for in this instance. ( ==> "" these things.)

Not good enough at 3 mana, should cost 2. It doesn't compare well to Bash, which wasn't super powerful either.

What do you mean? It's exactly the same mana cost, but less flexible.

Arguably, it's just as flexible. If you go against Taunt, you will be stopped, but say you want to kill a Bearshark, you can't hit it with Bash. While this care is probably weaker, it's still at least decent for Druid
