Notable changes:
Dreadscale in combination with Serpentbloom is now an actual Flurgl Tox for Hunter. Which might unlock the possibility for a buffed up Reno Spell Hunter for example.
Playing Revive Pet and not playing other beasts will resummon a poisonous Dreadscale after playing Zul'jin.
And obviously you can play even more spells to buff up the Zul'Jin and work your way towards a Brann Bronzebeard + Dinotamer Brann combo.
Just naming fun possibilities here. I can only think in Shudderwock decks lol

Tuskarr totemic is a head scratcher for me. Blizzard go one patch without buffing even shaman challenge! (IMPOSSIBLE!!!!)
Most of these don't seem good enough for wild, and as a f2p I don't want to buy cards for a format that only lasts a month.
I will likely get enough packs to get all new commons and rares and forget about it. I need no Krul or Confessor or poisoned blade or charged hammer
Just craft the cards you actually want. This doesn’t seem worth buying more than 10 packs of for the guaranteed legendary unless I’m missing something
as far as i know this is just the cards their changing plus the already announced ones? im guessing there will be more new ones to come
There is 34 new exclusive cards, and special Signature cards that you only can get on this packs.
But if is worth to buy or not depends on you, I believe I have all the non-Legendary cards, so I'll probably going to buy like 10 packs, depending on how cool the new cards are, due to the Rarity protection I'm mostly going to open new cards. But in the other hand, Brawliseum is close, and everybody knows that the Mini-set comes right after the Brawliseum, so you waste your gold in the Heroic Tabern instead that in the Mini-set. (Tho, I feel that is kinda soon for a Mini-Set, but who knows)
So I think the best is wait unless that you don't care that much about your gold. I highly doubt that the 90% of this cards are going to shift Wild in any way, so the new Legendaries have to be INSANE, or you are not going to miss anything if you don't buy the set.
Out of all the fun but useless cards, all the decent but not good enough cards, they had to buff Kabal Crystal Runner, Acolyte of Pain, Shadowbomber, Tiny Knight of Evil, Silverware Golem. Really ?
At least we have some fun ones and some good ones in there, but more than half the buffs are not nearly enough to make the cards viable or even interesting or fun in any way
Other notable cards are Street Trickster, this is powercrept by 1 mana and 5 health over Evolved Kobold, this is kinda scary honestly. edit : guess I forgot about Guild Trader
Worgen Greaser is still useless and an intentional waste of a card slot, for the third time.
The whole C'Thun package upgrade is imo still extremely passive and slow, and unlikely to have any significant impact on any metagame in the future. I'm still sad I dusted my golden twin emperor not that long ago along with a ton of bad golden TGT/Old gods cards. But still very much appreciated.

Dark bomb, Demonfuse can revive aggro/zoo lock maybe ?
The warrior handbuff package looks fun to experiment with but this is coming way too late again in a world of full deck double/quadruple stats and for a strict handbuff strat nothing will ever beat Anima Extractor shenanigans
