That's a fun idea but the plebs would get too butthurt for it to ever happen. Tavern brawl has become infested with people who have small collections and still expect to compete, so when you mess with their ability to get a free pack they get mad and complain on Reddit, hampering blizzards ability to cater to the players who actually matter that support the game with money.
You overestimate mulligan difficulty, it's average imho.
There is no bluffing in HS. Gwent is about bluffing, HS - no, it's all about tempo. Can't even remember any example of bluffing in tournament games tbh.
There was a tournament a while ago where a guy (I forget who, Reckful maybe) pretended he disconnected and let himself rope 3 or 4 turns in a row, causing his opponent to play a lot of minions into an Elemental Destruction. But yeah, other than that bluffing is very rare in hearthstone.
For wild at least, Patches can be "nerfed" by changing the wording of Ship's Cannon to read "Anytime you PLAY a pirate, deal 2 damage to a random enemy." For standard, I'd nerf it by removing the pirate tag from N'zoth's First Mate so that your turn 1 options are to either play a 2/1 deckhand without charge to get patches from your deck, or play a 1/1 for the 1/3 weapon, not both. Ice Block is trickier, I haven't thought much about how to change it to be fair. Right now we have some anti-secret tech in Eater of Secrets, it's just not good enough to run on its own. A nerf to Ice Block would probably have to be a +1/+1 buff to Eater.
If you're just buying packs for the dust then it doesn't really matter what you buy. Imagine opening a pack and having an Edwin in it. Would you be happy to have a classic legendary or sad that it's not a quest you want to play? There's your answer.
Dirty Rat can slow them down enough to where their Shadowsteps and 2/3s and 3/2s are useless, but a deck that I've had success with against quest rogue is the aggro face/freeze mage deck that just throws fireballs, frostbolts, firelands portals, and pyroblasts into their face.
Clutchmother is a must-have for any disco-lock decks. Even if you never play her for her stats, the fact that you always have something to discard helps with the Malchezaar's Imps re-draw and helps complete the quest (even though the quest itself is not worth it).
My only regret is crafting the mage quest. I packed the Warlock, Hunter, and Priest quests, but if I had crafted the Warlock quest I would have regretted it. It's not worth it. I don't regret crafting the rogue quest yet.
I've played a lot of wild and none of the decks I've taken to rank 5 had Dr. Boom. You don't need him and honestly can get by with a lot of standard cards or cards that were standard just last year. I agree with those that said Loatheb is better, for sure.

Preparation is a card you will get infinitely more mileage out of than The Beast. Safe disenchant.

Craft one of them at first just to try it out. It's a great card that helps in a lot of situations.

I agree that Tirion Fordring is worth crafting, but I'd add Archmage Antonidas to the list as well. Both great cards that see play intermittently.
