Nozdormu is actually very underrated card. I think majority of players won't do the aptimal turns in 15 sec. Some players are not able to perform all possible moves also. I will include it in my decks if only I wasn't such slow player :P
I think Ysera is way overrated, the decks you can realistically use her against are in a minority and even then you have to survive several turns usually to get much value from her. Alex is clearly the winner due to how useful she is in general terms compared to the others.
I would say Nefarian 2nd as 2 class cards immediately is usually more useful than the initial 1 from Ysera, and the extra 4 damage is quite relevant in later stages (most likely you have more bgh targets earlier on anyway).
Malygos has a niche in combo burst decks.
The rest are pretty weak except Chillmaw which is only good in Dragon decks.
Even if they did release lower cost legendary dragons I'd say they would be pretty average or situational at best. I think Blizzard intentionally make early game legendaries this way... Look at the sisters or Gormok for example; almost amazing but still too situational to be better than cards like shredder.
I think the reason for this is because if early to mid range legendaries ever became staples like shredder or belcher, it would give players with larger collections (or bank accounts) a huge advantage over new players.
Most of the top tier decks are cheap enough aggro-midrange lists, with 1 or 2 legendaries max because you can't exactly fill your deck with 8-9 drops. Personally I like it this way... the bread and butter mid game cards in hearthstone should be the commons and rares.

The first 5 dragons are essentially the consensus picks. For me, the order is:
Ysera > Alexstrasza > Malygos > Chillmaw > Deathwing > Nefarian > Chromaggus > Nozdormu > Onyxia
Ysera > Alex > Malygos/Nef > Chromaggus (with deathwing and onyxia just trailing)
They are the best in my opinion.

Hope someday a Legendary Dragon shows up that boosts mid-early game. All these mentioned are tempo-oriented for late, control and combo.

I'd typically say ysera but with Reno decks becoming somewhat popular I'd go with Alex. Since he's the best counter to reno
