When people use the words "just saying," it means that they don't put much stock into what they say, and are deluded into thinking they shouldn't be held accountable for it. When I hear somebody say that, I immediately disregard their opinion.

The stress is understandable, I myself hate it when all I see are top tier decks in casual, since its name would seemingly indicate the type of play you would encounter in such a game mode. There is something, however, that I and perhaps yourself should come to face; Casual is just another game mode where people can test or try their decks without the risk of losing stars, whether said decks are top tier or not.
The best solution is to find friends, perhaps on the forums on this website, or others in real life who you can add and challenge to friendly battles where you may both choose fun/gimmicky decks to, well, have fun with the game.
Human beings try to win when put into a competitive situation. It is as automatic as breathing. As part of their natural, inborn desire to perform well in a competitive situation, human beings also have a strong tendency to gravitate towards actions, tactics, and techniques that are the most efficient, effective, and repeatable.
Now, when it comes to a CCG these compulsions lead us to using the best cards, most efficient combos, and decks that win the most reliably. Whether that competition is "official" (as in Ranked) or "unofficial" (as in Casual), the same compulsions will generally lead toward the same behaviors, which will in turn lead to the same sorts of decks.
Now, someone may come along into this environment using an unoptimized, inefficient, and low-repeatability deck. Why is not important. They may have different expectations from the other players, but that does not change that a large number of people are not playing by the same mental rules he is. So when that unoptimized, inefficient, sporadic deck meets an optimized, efficient, repeatable deck the odds are he's going to get creamed.
I fail to see how that is the fault of person playing the optimized deck. The problem is the person running the unoptimized deck has unrealistic expectations he is imposing on everyone else.
First of all - casual mode simply means this mode is unranked, so losing games means nothing at all. Where does it say it's a mode for "fun decks", whatever that means? You think playing against fatigue warrior is fun for other players? Since when?
Dude, if you feel the need to blow off steam after a few games in casual, then YOU are the problem and clearly you can't manage your emotions. People can play what the fuck they want in casual, they don't need your approval. There are many reasons why some "good" or T1 / T2 decks can be seen on casual; to name a few: Some like to practice on casual before going on ladder / Some don't want to waste too much time doing their daily quests / Some like to play during their commute, but may have disconnections so rather would not lose stars.
See, there are many valid reasons why they play those decks on casual. Now my advice to you in order to help in your babyrage: If you see you're queued against a shaman or hunter for example in casual, you insta-concede and go on to the next game. It's that simple, and it's just a matter of state of mind. Oh and by the way, when I play casual I see like TONS of experimental decks or very basic decks where you can tell the opponent is new. So don't get all bitchy after a few games and carry on playing.
I don't really care what people play on casual. It's casual. Who cares if you win or lose there? It's not like i'm losing rank or anything. I go there to fuck around or do my gold quests without having to risk rank. If you don't like who you're playing against then concede. Not like it matters.
Where else can legend players test deck changes without losing rank?
I know my fair share of legend players, including myself, and if I find a new good deck I instantly queue it. If you get how the deck is supposed to win, you can easily play it as long as you're familiar with HS. Also, a lot of the people I've seen in casual are rank 15s who are afraid of queueing ranked.

Imagine if you replace 5 cards in your already legendary deck. If I was as competetive in HS as in Magic, I'd play at least 20 games before bringing the deck to any competetive match.

Nah, honestly, no. Because if you are. for example, a top 500 legend player it doesn't matter much if you lose a game or two, because you can easily climb back to the top 500. That is, ofcourse, only if you belong in the top 500 and didn't just get there because of a lucky winstreak.
Regardless if you complain about netdecking in casual we can aggree that you shouldn't be able to do quests or atleast not get 10g after 3 wins in casual.
