They most certainly had the expansion finalized before Corona started.
As for the class card distribution:
They said that there'll be 40 dual class cards, and there are 10 combinations. Unless they expand the total class card pool (which they probably won't), we'll probably see 60 single class cards (6 per class) and 40 dual class cards, with one legendary for each combination.
This means that every class gets 6 class cards for themselves, but more cards in total, because each class overlaps with 2 others. So, Druid will get one class legendary, one epic, two commons and two rares, but can also use 2 more dual class commons, rares, epics and legendaries, one for each Hunter and Shaman.
It will be just like before, only that you have more class cards you can use per class.
In addition of that, the Demon Hunter will certainly have 5 extra cards, as it was in "Ashes of Outland", in comparaison of the other classes:
2 extra rares
3 extra commons
This will still continue to increase the pool of cards for this "new" class and will maintain it in the future, as the 20 cards from the "initiate" adventure will become "wild" next HSyearand this classe has no classic cards.
We can assume that the card's repartition for the next extensions will remain the same (the following is not including the dual class count):
Ah yes, I completely forgot about that. Thanks for pointing it out.
Though they already said that the Demon Hunter bonus would only last throughout the Year of the Phoenix. When the Initial Set rotates, DH will get a new Classic set, which could include cards from the Initial Set and from expansions. I guess that means that in addition to the initial set, they will also rotate 15 cards from this year, or use them for the Classic set.
So, unlike the other classes, DH will 6+5 DH cards, but like the rest, 8 dual class cards (4 with Hunter, 4 with Warlock)
Even less neutrals now. Means more specific decks and less cards to diversify your deck.
i don’t know man I liked it better before we had two class legendaries and more neutrals.
Might be a bit premature to say you liked it better. After full release and you're aware of the cards, their impact on the game and have experience of before and after, then you'll be able to properly reflect and say whether it is better or worse.
Expansions are planned months in advance... Pandemic probably didn't even affect development for this expansion. My guess would be marketing / promotion might've been affected but not the game design.
My thinking was that the pandemic halted development so they cut corners to get the expansion out on time but then i remembered they probably had this expansion's cards completed way before that broke out.
LOL why would this be your first thought? People are always looking for reasons to criticize, even if there's no basis for it.

Your math is incorrect. there are 4 dual class card for each class. 40/10 =4
Also I doubt COvid has effected their development much, everything they do is achievable online... unless activision did a bunch of layoffs due to the virus, but if anything media companies should be doing more business not less with so many people having more home time.

Yes, there are only 4 dual class cards, but not per class, but per dual-class combination. There are 10 class combinations.
Druid/Hunter
Hunter/Demon Hunter
Demon Hunter/Warlock
Warlock/Priest
Priest/Paladin
Paladin/Warrior
Warrior/Rogue
Rogue/Mage
Mage/Shaman
Shaman/Druid
And since every class overlaps with 2 others, every class will have access to 8 dual-class cards. As I wrote, there will be 4 cards that Druid is going to share with Shaman, and another 4 cards that it will share with Hunter.
In addition of that, the Demon Hunter will certainly have 5 extra cards, as it was in "Ashes of Outland", in comparaison of the other classes:

This will give a total of 135 cards per extension.
Play as you are. Have Fun!

It will mean less class-specific cards, not fewer cards total.
The only area I could see this being potentially untrue will be how they do legendaries (we have already seen 1 dual-class legendary)
Lock/Mage/Priest had decent cards....the other triad cards were garbage
Fun > Meta

Paladins that are still virgins but also fooled around a bit.
Then don’t bitch about the cards and there will be no nerf to 2 classes .
