Does the fact that they're bringing dual class cards back mean there will be less cards this expansion. My thinking was that the pandemic halted development so they cut corners to get the expansion out on time but then i remembered they probably had this expansion's cards completed way before that broke out. Anyone else's thoughts?
They most certainly had the expansion finalized before Corona started.
As for the class card distribution:
They said that there'll be 40 dual class cards, and there are 10 combinations. Unless they expand the total class card pool (which they probably won't), we'll probably see 60 single class cards (6 per class) and 40 dual class cards, with one legendary for each combination.
This means that every class gets 6 class cards for themselves, but more cards in total, because each class overlaps with 2 others. So, Druid will get one class legendary, one epic, two commons and two rares, but can also use 2 more dual class commons, rares, epics and legendaries, one for each Hunter and Shaman.
It will be just like before, only that you have more class cards you can use per class.

Do the Gadgetzan cards work in PP?
Yes, the Tri-class cards are considered as Paladin cards for pure effects to get triggered (just tested it). I assume it will be the same for dual-class cards.
Straight from Celestalon's statement: Dual-class cards are not neutral; therefore, they don't disrupt the pure effect. The same principle applies to tri-class cards as well.
I certainly like these better than cards that add more RNG to the game (I'm not opposed to RNG. I just think there's enough already). I think these will be a fun addition to the game.
guys, we used to have tri-class cards in Meanstreets of Gadgetzan. Nothing new here
We did, but those were cards with what's effectively class-agnostic effects. This is the first time we see effects that were core to one class before bleed into another (i.e. Overload Druid, Ramp Shaman, Devolve Mage).

Pure pally cards have the criteria: "if your deck has no neutral cards". Dual class cards are not neutrals so they will work in (not-so) pure pally.
