I played a couple more games and had some of them count towards the quest when i had 15 hp or less in some later turns and conceded.
i think the rules are:
Have 15 HP or less AND be on turn 5 or later.
This seems reasonable, I will try that out as well.
I’m glad other players have seen this as a reasonable question to ask. I’m fully aware of the salt thread and its location. This wasn’t that at all. I’m just not a fan of wasting time. Not everyone has the time to grind away on the ladder for hours on end.
Just for haha’s I also submitted this question on the official Blizzard forum. Let’s see if they give me an answer.

You can just afk, it's interesting to see how blizzard promotes afking as a method of quest completion. They don't want you to play a game and concede when a game is lost, they want you there, spending more time and increasing player engagement statistics for their investors.

I do enjoy the new quest system, but I don't want to sit through entire matches were I know the game's already a disaster on my end, That's what turned me off to Heroes of the Storm. No chances for autoconcede could mean for hour+ matchups if you got stuck with a bad team. No bueno.
I'm glad hearthstone is a lot more reasonable with this. Takes the pressure off of questing when winning isn't a requirement all the time.
Had a game where I got steamrolled early, down to 15 health on about turn 5 or 6, and my opponent (a Hunter) had 13 worth of attack on the board and I had no response available. It was a clear case of lethal, but didn't count toward my played total for my quest. They could easily add a check if your opponent has clear lethal on board. It would be nice anyway... Oh well, just played an extra game and finished the quest.

I think it’s below 15, because I conceded at 15 one game and it didn’t count. The ten turns thing is seeming more likely now as well. Luckily for me, most of my games recently have either been outright wins or close losses where there was no reason to concede.

Memes aside, you're totally right. ;) Reading the opening post is just disgusting, there is always some people complaining, no matter what Blizzard does. I'm completely tired of this and I fully understand why OP's attitude makes you so angry.

There’s always some team 5 white knight smart ass dropping their two cents. As you can see, it turns out to be a legitimate question. The 15 Health old way no longer seems to apply. And it appears to be bugged still.
If they had made it as easy as you said, a player could just log three concessions and collect their quest like they do when they ask you to play brawls and adventures. That’s easy. Sitting and waiting until zero health is a waste of time in a game that’s been decided a few turns before hand. Not to mention the potential for BM abuse if the opponent knows you have to wait until zero health, because you know, the game is full of immature assholes that just love roping every single turn just because they can.
Moot point anyways since after I made this thread I just completed the quests by winning the next two games.

You can also do what I do - build an emo deck and destroy yourself for an easier completed quest - fireball myself why not. completes the quest in like 10-15min and then you can enjoy the rest the matches.

If you paid attention to the chatter, you would see that people were simply curious about what "playing a game" constitutes. They then tried some samples of what they believed the old standard used to be, and realized the same rules don't apply. There was then a bit of frusteration because a finite rule couldn’t be found. No one was "complaining" that they couldn't complete the quest, or that it was too hard.

They def added a turn requirement, i have been at 10 health and no go.
It makes no sense. For fun I just conceded a game on turn 10 with 30 health and it counted.
