HS doesn't follow WoW lore very closely, and certainly not chronologically so there is no sense of being 'behind'. Rastkhan's Rumble has ties to the most recent events in WoW (Princess Talanji is a major new character there) for what that's worth.
We had an expansion based on a sprawling city in hearthstone. In wow the city is about 4 Buildings. If you’re expecting real wow lore from hearthstone you’re gonna be disappointed
The way I view it is that Hearthstone is a drunk retelling of WoW.
That is, the canon story is that we're all in an INN playing a magical card game. The sets are based on the history of the world but is designed by a bunch of farmers and laborers rather than historians or folks who have actually been there. They've heard of places like Gadgetstan and Black Rock Mountain from a merchant who knew a merchant who knew a guy who's cousin swear they saw someone who's been there.
Then they make cards out of those stories, and are probably drunk while doing it. It's about as accurate and chronological as a video game about the Three Kingdoms made by college students who learned about it through anime.
As I understand it, HS is supposed to be a game within a game - that is, card game played by characters within WoW
The cards are just based on "historical figures". That's why it's full of characters from all over WoW's timeline. For example, in HS, there are tons of WoW characters who are now dead (Uther), grown (Anduin) and/or otherwise different... There's even Medivh and Arthas, who both show up as a hero skin and a minion but from obviously different points in time
I like to think of the HS exclusive characters (most of MSG, tBD) as "fictional" characters the "developers" within WoW made up based on existing topics
Have you even played recent expansions at all? I get that some People are salty about wow content but there is nothing wrong with the newest cities. Suramar, Boralus and Dazar'Alor all feel full of life and are very impressive.

I think “Heroes of warcraft” in title was in the begining to show that hearthstone is in warcraft universe (maybe from alter timeline of azeroth), not because it ever follow wow lore. They most likely removed it, because HS is reckognizable without it alrady.

I don't follow Wow lore, does hearthstone expansion follow Wow expansion in series or just randomly?
Randomly.

I think the best you can say is that Hearthstone draws inspiration from WoW.
Having said that Rastakhans Rumble did follow Battle for Azeroth fairly closely.

It borrows ideas from and expands on it and sometimes even creates an representation of something that hasnt been shown in WoW yet.
Hearthstone also creates in own characters and lore.
Coming from a person that played magic for years, its doing okay lore-wise but magic has really gone beyond what it was when it first began.
Do or do not. There is no try.
Now it barely follows wow at all. That’s why they took it out of the title.
Hearthstone and WOW are closer to different universes of the same setting.
Kinda how Warhammer Fantasy, Age of Sigmar, Total War Warhammer, and Bloodbowl use the same people but vastly difference experiences.
WoW would be Universe 1, WoWTCG is the dead Universe 2, and Hearthstone is Universe 3.

One does not simply walk into Mordor,
unless they want to be the best they can be.
