Why not have the cards give the upgrades until they are drawn. Then their start of game effect ends. If needed it could also have the Justicar battlecry to regain the benefit at a tempo loss.
It looks a bit too harsh, but the general concept makes sense. If it read something like "Starts in your hand. While this is in your hand, your hero power cost (1) (for Genn)/ your hero power is upgraded (for Baku)". The cards would work the same but have a 6 or a 9 drop for the effect is a reasonable cost for the power you get.
I wished they would have the effect “while this is in your hand, upgrade your hero power if your deck only has odd/even cost cards.” Also, like quests, they would automatically start in your hand. So not only do they take up a card slot in your hand, they are unplayable, and they hinder your mulligan.
Love the idea.
And give us a cheap neutral tech card that puts the highest cost minion from your opponents hand on the board so people can cancel the hero powers. Would work well against other annoying cards too.
Why not just accept that Genn and Baku are in the game and will stay in Standard until they are Rotated?
As obvious a mistake as they are, Blizzard won't backtrack now. It's not just a Card they are Nerfing, it's entire Archetypes.
True, they aren't going away (sigh). But maybe little nerfs would help? Just decreased stats or increased mana? That's how OP cards are traditionally nerfed. It's been made clear that for certain classes the downside of going all even/odd is way more than offset by the upside of the hero power.
Nerfs to legendaries are very rare though. I assume this is due to the economic costs involved. It's better financially to nerf a classic card that is tangentially related to the problem.
Thats not rly gonna change them, can be 10 mana 1/1s and it will be played :)
They should try that out and see. Having basically a dead card in the deck might be an effective but not crippling nerf.
The way I think they will handle the problem is by printing some hate cards like golakka crawler against pirates. There could be a legendary which sets the hero power back to its normal form or a spell/minion which blocks the hero power (but better than current options in wild). My favourite option would be a spell/minion which benefits from the use of the opponents hero power - in extreme: deal 1 damage for every time your opponent used his hero power ,
I like this idea. Or how about instead of that card that copied your opponent's hero power, you give them yours instead? Imagine giving odd paladin something useless like healing or armor up. Maybe they could ransom it back, like togwaggle.
I get the concept, however, losing whatever early turn is null and void with all the comeback mechanisms/AOE that exists now. Being better than the opponent for the entire match because you subscribe for a restriction that doesn't even make a difference (odd/even) has obviously shown itself to be a problem, hence why people propose solutions. Rogue dagger can be a 2/1 or 1/2, if you really think that's a problem. I chose Odd Paladin because it's the worst offender. I disagree strongly that the modest restrictions I proposed would "basically concede the game"
The deck sthat use baku/genn use them BECAUSE of the early game advantage they give. You don't care about a 2 damage dagger after turn 4 since you should be throwing heavy damage at the face. Mage wouldn't survive to the midgame without being able to snipe 2 health minions. Same goes for paladin not being able to flood the board by turn 3. Warrior MAY still use it but most times you're using your removals after turns 4+ and will change out the HP for Boom at turn 7 anyway.
In fact, of these decks either use DKs to change their hero power later on or draw their entire deck to end the game soon after midgame: because all Genn/Baku were for are for guaranteed early game pressure and control.
Again, I have no problem with making the cards not really useful at this point and feel that's probably what will have to be done in the end. But I just want ot be clear that, this is what is being proposed. My issue with the cards aren't particularly that they are OP (they may be or not be I'm not even looking at that). It's that the fact that the cards goes against the very purpose of the random draw in a card game.
In truth, there is no way to properly nerf Genn and Baku that both keeps their theme and doesn't make them horrible. The only thing we can do now is just hope Blizzard keeps this in mind.

One does not simply walk into Mordor,
unless they want to be the best they can be.

You might want to work in reading correctly before criticizing. The OP states the deck would have the effect until the card is drawn.

I hope to see more cards like Genn and Baku.
