After playing around with it a bit, I found that Annoy-o-Tron isn't actually all that annoying to deal with for aggro. So I was just thinking of what expensive legendary you could make that would be worthy of the name. I was thinking of something like this:
basically as a 1/6 taunt for 5 mana it's a lot less mana efficient than Mogu'shan Warden, even with its divine shield. So I gave it an improved Faerie Dragon ability that also protects it from battlecries. This makes it immune to Ironbeak Owl, Spellbreaker and The Black Knight, but also prevents you from using it aggressively with something like Shattered Sun Cleric or Dark Iron Dwarf. Finally, I thought the power from Stoneskin Gargoyle was a lot of fun, but never really worked for that minion. Maybe it could work for this one though.
Probably not that viable and way too much card text to be printed, but I would love to see how effective this is against rush.
The reason why Annoy-o-Tron is annoying is because it is a two-drop. At that stage your opponent doesn't yet have enough removal (whether spells or minions) to bust through both a divine shield and 2 health, so you don't even need to protect it from spells or hero powers.
It actually becomes less annoying when it becomes a 5-drop since there are so many minions in that region that can trivially take it out in one hit (after pinging away the divine shield with something else).
There are a few played 6 attack creatures at 6 mana, but all of them are class specific. So while Savannah Highmane, Fire Elemental and Iron Juggernaut can deal with it, the fact that only some classes have them and that they are 6-drops rather than 5, makes that seem fair enough. The only played 5-drop that trades well with it is Vol'jin, but since its battlecry doesn't affect this card, it is only worth playing if it has a good target.
So obviously it is possible to punch through, but I'm curious if it will be as easy as you think.
5 mana on curve (with ability) is 10 stats, your card is 7 stats. 7 stats is under curve for a 4 mana. The attack is also so low, it isn't going to trade with anything near the same mana cost.

looks painfull, the image is VERY annoying, and I don't think I would ever use it.
My only amendment is that that annoying sound never stops.
I really want Pirates to be a playable theme.

You're right that it may be too weak, but I actually set it at 6 health because most 5- and 6-drops fall short. of that mark.
Azure Drake, Loatheb, Sludge Belcher, Spectral Knight, Argent Commander, Cairne Bloodhoof, Sylvanas Windrunner, Toshley, Druid of the Claw, Trade Prince Gallywix, Doomguard, Shieldmaiden all get stopped by it. And no weapon in this range can deal 6 damage.

Instead of restore the mech to full health, maybe make it "at the end of each turn, restore divine shield"
