There's a lot of Mid-Range control potential with this card, spells like Bloodlust, Healing Rain, Lightning Storm, The Storm Bringer, and whatever other spells Rise of Shadows is adding could add some crazy potential to this card. I just want to know if the spells you choose effect the cost of the elemental and other than that it should be really fun to see.
Healing rain is rotating, thinks I... And most of those other cards (obviously not lightning storm) require a board. You have to ask yourself if you would rather just play a copy of bloodlust or something like that if your aim is to win via buffing an aggressive board. To be fair, in the long game shaman does sometimes generate a wide board by accident, so I guess there's that possibility to land the dream knockout punch by accident.
What I don't understand is if only one of the two spells is a targetable spell that does not leave many options for the second spell. Shaman has very few non targetable spells

Mabye not, but there are a few good ones and any they add in the new expansion. For example Rain of Toads is actually very good to get from this card. 3 Taunts means buying yourself some more time if you are a control deck or a Shudderwock deck.
Lots of people are saying that this is bad on tempo, but 5-5 on Turn 7 is not that bad, you don't lose the game because of it. Of course it's not ideal and you will lose a part or the entirety of the board. But Turn 8 you swing it back with the other card or something else.
I see this being a staple in Control Shaman and maybe a meta defining card that will allow for such a deck to be competitive.
This, the Hagatha hero, Shudder, all the tools from Shaman, some Taunts ... there's power here.

I guess we'll have the 2 weeks in the start of the expansion to experiment with this until we're all overrun by aggro

Remember Ancient of Lore? That card was nerfed, and this is even better.
This is my reason to play on this new year, i hope i can get it golden.
Looks great in a midrange/control Shaman list, here's an initial Theorycraft:
