I'm getting close to 1600 dust, and I'm strongly leaning towards crafting King Mukla before a lot of the "staple" legendaries. Talk me out of it before it is too late!
These are the two decks that I would put him in. I also have Ramp Druid and Token Shaman decks that I play regularly.
Hey, I've seen Wisps used by legend players, in Miracle Rogue back when Backspace Rogue and overdrawing was more of a concern and players needed to be able to dump cards quickly.
Well both of these decks are pretty bad, so a bad legendary fits in well if you want to continue your ride on the mediocrity train.
If you want to win games though, I recommend you spend that dust on some elementary ranked staple cards (Rare/Epic) to fundamentally redesign both of those decks before even thinking about legendaries. Just my advice.

If you're playing for fun, then sure, do whatever makes you happy. If you want to actually win games, there is absolutely zero reason to craft Mukla before many others. I think winninggames is pretty fun, though.....
You need Ragnaros, Alexstrasza, Black Knight, Sylvanas, Cairne, Ysera, Bloodmage Thalnos, Harrison Jones, Baron Geddon, Leeroy Jenkins, and possibly even Deathwing before you craft Mukla. This is not counting any of the class legendaries, most of which are of vital importance depending on what classes you play and rank between Rag and Ysera on the list (which I typed up really quickly off the top of my head and probably isn't completely correct in it's ordering).
Mukla is probably the only legendary can work well in an aggro Paladin, especially if it's played before a divine favor. I've got it in my aggro paladin deck, and I wouldn't say it really swings the deck much, but it doesn't hurt it.
So, Mukla only if you are really lovin' your aggro Paladin.

I am not sure the OP came here for "permission" to do something he wants to do. I'm pretty sure he knows he can do and play whatever he wants. He came here to ask our opinions on Mukla, though, and I think he was hoping for some reassurance that maybe the card/deck can be good. Well, it's not, and the best advice would be to go another route with his 1600 dust before wasting it on a crappy card.
Maybe I'm wrong, though. Maybe he really wanted our permission in order to have fun with the game.
I would appreciate a little more input than "mukla is bad" to help me make my decision. He clearly has a downside, but I was fishing for some experiences where that downside was either not that big of a deal, or game-killing. Explanations mean more than rankings to me.

King Mukla is totally legit for face-aggro decks. If you see yourself being a committed aggro player in the future, then go ahead craft Leeroy and Mukla before all other legendaries. If you don't have the balls to go that route (I don't), then craft what everyone else is saying.
To add, it's absolutely viable to master only one style of play and get Legend rank 1 every season. If you do make it that far, you'll probably get trashed on at tournaments by everyone who knows about your decks, but hey, one step at a time. Just don't be afraid of committing thinking that aggro is an inferior style of play.
If it were pre nax, I'd say go for it. The problem with mukla is that all the decks that he was great in, are now weak because of nax cards. So, by itself, it's a fantastic turn 2-3 play on an empty board, but mediocre or bad later in the game, unless you're playing a mill deck. And mill decks just aren't good (yet), so they kind of suffer the same fate as other mukla decks: being bad.
The only real success I've had with Mukla is in Backspace Rogue where it's a key component for milling. However since milling doesn't work all that often I've replaced him with a Blood Knight and tend to get a lot more value.
I was lucky (?!) enough to have pulled both regular and golden King Mukla from packs. I also ran him in a backspace Rogue deck for a while but eventually pulled him out. I just found that the downside was a little too much of a negative. I haven't run him in any deck for a long time at this point.

So you give 2 extra cards, that are 1 cost spells to your opponent, in a Meta that is still pretty heavy on Auctioneers and Mountain Giants I could see that being a huge extra disadvantage.

I'm currently around Rank 11-12. The legendaries I have are Ysera, Gruul, Harrison Jones, and Sylvanas Windrunner. I also have Gelbin (and the Naxx ones).
plenty of better legendaries to go for first imo
Also, Emperor Cobra in constructed? What a time to be alive.
Mukla is awesome and can work with well with pretty much all Aggro designed decks, or if your feeling silly and want to do a mill style deck :-P
