No, you're just wrong. Blizz has tried to push CH eversince GvG(steamwheedle sniper might be the archetypes best card they ever released). And I would actually say they have released much fewer aggro-oriented cards for hunter since then(probably due to not wanting to break the class again like they did with Naxx). And if you take a look at cards like Feign Death, COTW and others you can EASILY realize they would be broken on any other class.
The thing is, hunter as a class is not fit to be control themed. Try putting together a control hunter deck and you will easily notice that you still tend to try to race your opponent with your hero power EVEN if you're playing mostly expensive control cards(Lich King, Ysera, etc). You just start doing it on turn 8 rather than on turn 6(midhunter) or 3(face hunter). The hero power encourages you to start pressuring the opponent's life total whenever possible, and is just a horrible value/control tool otherwise, hence why it would take a miracle for hunter to ever be a control class. They can release all the cards they want, but unless they literally give hunter a way to reliably change their hero power at the beginning of the game(finley does not count as reliable, as you actually need to draw it in your opening hand) this will not change. And over 3 years of them trying to push the archetype should be enough to tell you this.
Blizz have been trying to push it, and have printed some good cards amongst the chaff. Whilst Sniper's a good card, the best cards, in my experience, are toxic arrow, play dead, and dreadscale. But no, I don't find myself racing with the HP frequently, even when I don't draw the DK. What I do is either find myself unable to draw a toxic arrow, or I bash someone's face in with Thaddius, a stolen Tirion,
When I said "racing the opponent with your HP" I didn't actually mean you kill them with it solely, but rather use it as "reach" for when you get them into killing range with your minions, which is usually what you do with every hunter deck ever. Sure, hunter has more than enough tools to outvalue the opponent if you choose too, but, realistically speaking, how many games have you actually gone into a situation where you needed to?
Thinking about it a little bit, it's not too bad just because it gives Rexxar a late-game way to deal with big threats that it doesn't have otherwise. And it's more reliable than Deadly Shot or Kill Command is. Think about using this against Big Priest or Big Druid or even certain Jade variants.
But unless Rexxar gets some better early-game tools to keep his health up, I think this is too slow.
I agree 7 mana is a joke. 6 mana - still horrible card. But 5 mana... hard to say it could be fine but i still prefer hydra. But 7-6 mana cost made this card unplayable.
A guaranteed kill on two enemy minions is really not as bad as all that. It's pretty easy to set up for too. Hunter doesn't have that much trouble clearing low-health swarms to set up to play this. It's especially good against a lot of these: 'grind until you play Bonemare' decks that are so popular right now too. And that's at about the same mana curve.
It is probably too expensive for Hunter and doesn't really synergize with anything it's trying to do. But if you're trying to take back the board from a lot of big stuff and play zombeasts, it could be useful.
Hunter is the BEST class for control. The traps and creature removal makes its hero power in a control set up crazy clutch. Two damage most turns early game with no way to stop it is way more ideal for control than armor, healing or a summon. The issue is, everytime they come close to making the CH archetype viable they either nerf something (call of the wild) or the trap they need rotates out (bear trap) and they release something that doesnt support it like Hidden Cache.
The only way CH will become a real thing is if they decide to let Hunter have some kind of reliable card draw (which could make other existing archetypes way OP) or a trap that heals... and if CotW gets replaced with something equally good in the 7 or 8 mana slot.

It’s getting to the point where we have an abundance of crappy cards: Check above for crappy card. Furthermore, we don’t have time to tweak decks & play around w/ decks, unless your are a pro or a millionaire & this is all you do. I feel like I’m collecting baseball cards again. I still have my collection. I probably have over 8-10k cards. The majority are sh&t!!! Now mind you, I was very young during the majority of collection phase. Translation: I wasn’t hustling & slinging my cards. We don’t need to reinvent the wheel! There’s a reason the NFL, NBA, & MLB are very, very, very slow to expand their league. Take a hint Blizzard. I mean, if they are gonna take a hint it'll likely be from the other most popular CCG out there, MTG. In which case they are doing essentially what MTG does. Also, and this is just me personally, new expansions are the most exciting for me. I don't know what your main mode of play is in this game but for me ladder gets super stale in that last month of an expansion because the meta settles into obvious "winners/losers". You say we don't get a lot of time to tweak decks? I get plenty and I am pretty casual about the game. At least with a new expansion people are trying things out and testing. We see a lot of different decks show up on ladder and the time of discovery and tweaks are at it's best at the beginning of every xpac. As far as crappy cards go, sometimes crappy cards can get some play later down the line due to a new card that can help push it a long.
I wish this card had the same text but "If your opponent still controls a minion, return this card to your hand"... I just like the idea of a slow trap gradually squishing everything :)
This card could be interesting to play against with death rattle minions.

This card makes some old hunter control tools a lot stronger. I actually think that wild control hunter has a chance.
