So I want to play mage, but I don't have Frost Lich and baron Geddon. I have 1600 dust to craft lich. I'm considering to replace Geddon or dust four of the following cards to craft him, here are my shit legends
Princess Huhuran
Professor Putricide
The marsh queen
Moorabi
Cho 'Gall
Hobart Grapplehammer
Moroes
Prince Taldaram
Don Han' Cho
Rend Blackhand
Arch - thief Rafaam
Apart from a few test runs with deck brews, I've never played any of these cards. I want to dust the ones that are least likely to see play in the future, but can't really evaluate it.
(Not so sure about Cho'gall though, it could easily be tier 3 because Bloodbloom exists. But if warlock gets a high cost spell that isn't a board clear, it may be decent in the future)
I would dust all of these cards except Prince Taldaram, Professor Putricide, Moorabi. One reason to not dust them is that you probably still open packs and legendaries from it and don't want to draw it again (most legendaries form the expansion are good), the other the cards are still to new to see if they got more support through expansions.
Second you really don't need lich, it is a good card but it is not necessary, while baron geddon with jaina will heal you up to 30 for most of the time. I think you need him but pyros can be useful as well if you have him.
But maybe talk to a control mage main or ask Thijs on stream if you are missing cards and don't know what to craft.
The safest bet is Rend I think. A lot of cards can see play if Blizzard pushes out a ridiculously strong card (or several) that happen to fit that card very well. But Rend.. even in a meta (as far as that even goes in wild) in which people play a ton of legends (which a lot of people can't even afford to) and you happen to make a strong dragon deck, Rend Blackhand is shit. He's horribly statted, and it's just better to replace him with a dragon or solid removal.

The only decision I really don't agree with is tier-3 moroes. I don't find it unlikely at all that some card gets released that fits Moroes well because of its unique nature and effect. When it comes to the question of dust it or not, always ask yourself: how likely is it that a new card gets released that makes this card viable?

actually in the beginning of quest rogue moroes was played and then cut because even in a deck where you can get 5/5s of of him every turn, he is still too slow and dies to any aoe. he will not be played anymore till april when he leaves standard, but is a fun card.
Rafaam is as you said a budget option for wild, so under conditions you play budget wild keep it, else dust it.
Hunter quest does even with keleseth not see play now what more can you do with it? dust it except you still buy un'goro packs

I would dust Princess Huhuran, Hobart Grapplehammer, Cho 'Gall and Rend Blackhand
So many of these cards already have threads about them.
You could dust any of number of them to make up cards you'd rather have.
You could also come to regret the decission if the meta shifts and suddenly all the net deckers are crying out how awesome Moorabi is.. Hohoho.
Play to suit your interest. If you're never going to play a buff deck because the play style bores you, scrap Don.
I'd refrain from asking a community who all have their own opinions as it's all about what you enjoy to play.
Please don't tell my girlfriend about my card collection...

tier 1 - don't dust - those cards have some potential to be good in the future and will be standard for at least an year.
The Marsh Queen, Prince Taldaram, Professor Putricide, Moorabi
tier 2 - possible dust - cards that will rotate soon or already rotated and/or have limited potential in the future

tier 3 - dust these - memes or cards that are just weak compared to other cards already released
