Is it keeping the effect after a transform? So its not each turn but one turn...Would be fun to see this change from a Wisp to Ragnaros the Firelord only to be changed to a Murloc Tinyfin or something...
Actually this could be really good. You can play it on turn 1 if you really need to (against a heavy aggro deck for example). Otherwise it can just sit there until it fits your turn well. Very interesting card. It will definitely be tried out.
As a side note, this card could be extremely good in Tavern Brawls. For example they could make one that you can only use minions that cost 3 mana or less, and this guy could still turn into something larger than that.
I'm tempted to just call this complete crap, but, when you are in fatigue and this is the last card in your hand, it could potentially win you the game.

Um... does it always cost 1? This could be a tremendous value, if so. Does it only shift on your turns, or does it shift on the opponent's turn too? If the latter is the case, you could have an unplayable Ragnaros the Firelord on the opponent's turn which converts into a Murloc Tinyfin when you can actually play it. :-P
So maybe at the end of the turn, if you don't use the transformed card, it will turn back to Shifter Zerus and then transform again? Repeat on each turn until you use it?
Does it transform again, after it has already transformed? The text implies that, but that would be very strange.
And when does it transform? at the beginning of your turn, or at the end? Could be important if you draw it in your opponents turn for example.
Also... What happens, if this is copied by Mindgames? Does it copy Shifter, the minion it transformed to, or the transformed card together with the effect of transforming every turn?
Mindgames would play it as a 1 mana 1/1. It's not in your hand yet.
Ancestor's Call should play it as the transformed minion.

That is actually pretty fun. Does give you some options. Can just let it sit until you get something fun with it
