A 1-cost minion deck. Yup, it just consists on that. Let me explain:
How does this work?
The most important card of the deck is Unstable Evolution. Using it on a 1-cost minion lets you have a 2/158 chance of getting either Sorcerer's Apprentice or Radiant Elemental (that means a 1.27% chance of getting them if i am not mistaken). This means you can use Unstable Evolution as many times as you want, transforming a board of 1-cost minions to a 10-cost minions in a turn, meaning, pretty much, an easy victory in 2 turns.
What do I need to craft?
Basically the only card you actually NEED in this deck is a single copy of Unstable Evolution . Its true that it is pretty expensive for new players, since it is an epic and that means 400 dust, but I recommend to craft if you haven't gotten the card already, since it is fun to play against other players too.
The rest of the deck are just one-cost minion and you don't need specific ones, althought I personally recommend Feral Gibberer since it gives you many cards. Just don't use Air Elemental since you won't be able to target it.
If you have gotten less than 29 1-cost cards, you can fill your deck with 0-cost minions or spells, you should have a few by just opening free decks. Just use as less 2mana cards as possible.
With this, we can pretty much start this quest of defeating the Lich king with just 1-cost minion and spells. What a way to lose.
With which cards should I start the game?
In our starting hand, we should ALWAYS have a Unstable Evolution, so Mulligan for it. If we don't get it, reset until you do. Once you get it, you can start throwing minions at your opponent. Feral Gibberer, per example, is a good card to start with, but actually, the most important thing is that you keep cards like Elven Archer so you can destroy their minions without trading with your own cards. The Lich King will start with Necrotic Plague, so he will lose turn 1 unless he also uses the coin which will use to play either Glacial Shard or Skeletal Knight
I can only recommend to you to trade as less as possible since the goal is to get as many 1-cost minions on board as possible. remember that Totems summoned with your Hero Power also are 1-cost minions, so you can use them if you don't have enough in board.
When should I start using Unstable Evolution?
My personal opinion is that the best way to play this card is in turn 5, where you will probably have 5 minions on board, or even more. You can try earlier if you feel lucky, so go ahead!
Now that we`re here, use UE (go face first) and try to get one of those, If you don't, restart.

Nice! Now you just need to evolve the rest of the minions until you're satisfied of what they are. Remember that the less they can be are 8/8 Sea Giants, so if even in turn 10 you get a a weak minion like Yo'gg Saron or C'Thun, you can evolve it again so you can get a pretty consistent one. If you still have mana and minions on hand, you can use and evolve them until they are as strong as the others. With this, you should easily win the lich king, even after turn 7 ( when he will equip Frostmourne).
Are there any bad cards while evolving?
EDIT: As said in the comments section, cards like Wild Pyromancer can make a threat for our strategy, so I will put them on a list of possible threats:

With this, it should be enough to win the Lich King as shaman. You can put any questions on the comments, and pray they don't nerf this fun way to defeat a hard boss.

i had the jackpot of my life getting Sorcerer's Apprentice on first evolve attempt. With a board of 6 minions on my turn 5, essentially it was a 99% win condition.
Naga Sea Witch then gotta show up out of that 1% odds and screw up my 99% win condition!

I spent 16 hours and still can't get radiant or sorcerer :( I always play unstable on 4 minions and no luck :(
I've been at this for over two hours and still no luck on the evolution draw for SA or RE. However, I did tweak the deck in a manner that is evidently more powerful than that posted above. With no evolution whatsoever, I got LK to 18 health by turn 6 in one of my better draws/matches. The deck is provided below.
A bit about my adjustments. First and foremost, I have only one copy of Unstable Evolution and am unwilling to craft a second copy for a single PvE match. That said, it is abundantly clear to me that, with my version of the above deck, running two copies of the card would increase the likelihood of a win considerably, as you would not need to restart the match every time your first UE yielded no desirable results.
The main difference about my deck lies in a few specific card substitutions. As the OP mentioned, you can run any 1 mana minions and make this deck work. But not all 1 mana minions are created equal. My version of the deck runs Feral Gibberer x2 and a Bloodlust. You do not need to mulligan for a gibberer, but when you get one early, man oh man, what a game changer. The gibberer allows you to maximize your card draw and keep a full board of minions every turn, giving you the highest amount of minions possible to evolve on your UE turn.
I also removed some of the other minions and added some more murlocs for better murloc synergy, and to allow the hungry crab to activate more often. The bloodlust, if available, can be used on turn 5 to bring LK within lethal range before you even have to think about evolving your minions. If you run two bloodlusts, you could potentially even kill him without needing the UE at all.
Some other additions include Young Priestess to buff your minions' health and abusive sergeant and acherus veteran to provide some extra dmg potential. Overall, I think this deck performs much better than the above by providing some additional win conditions. Perhaps most importantly, win or lose, the deck is incredibly fun.
Your optimal starting hand is UE, Gibberer and Bloodlust, imo. Other great starting cards are Fire Fly and any of the taunts, which you can play before they get nerfed to 1/1. Like the OP deck though, the most important thing is to have UE in your opening hand, and as long as I draw that, I do not reset.

I got the Radiant Elemental on the 5th try. The next thing I did was to EVOLVE IT.
It's been 2 hours. Still have not beat it.
I have literally every card in the game, most of them gold....but this is the one that did it for me man. Thanks!
After some trys I got in turn 5 with Unstable Evolution one of the mana cost reduce cards and also Mana Addict.
Then I've cast spell on all other cards until Mana Addict had enough attack to kill LK with one hit
1.5 hrs later and no spell cost reduction :(

I didn't read your post about the deck so I didn't realize what I was trying to accomplish. I added two Evolve cards in my deck and Thrall, Deathseer.
Maybe Thrall would be worth it once you get the combo off?
EDIT: I have done 6 tries with Unstable Evolution so far and the worst one is when it spawned a Wild Pyromancer. This combo is frustrating. Having a 1.36% chance for ever minion is tough.
AlYeah, I realized that once I started playing. So I got rid of Loot Hoarders, evolves, Bloodlust, Thrall I put in there.
And I'm saying that Thrall, Deathseer could help you cast it on new minions you have in your hand instead of just the 5 you do on turn five. But I have to wonder why not put two Unstable Evolution cards in the deck so that if you do a full Mulligan you get an 8 percent chance of getting it in your hand instead of just 4. Even if you just need one I'm spending so much time restarting when I don't think having one extra will hurt you when you can hero power to get a 1 cost minion before turn 5?
EDIT: I have done 11 attempts with Unstable Evolution on 5 minions each time (1 time doing 7 but I quickly realized it wasn't worth the time for just 2 more chances with such low life health). How many times did you have to do this? How hard do I need to pray to RNGesus?
Since I don't have 2 Unstable evolutions, I'm subbing one boar for a Evolve, while it can't help me it does speed up the process of this combo. But with both in hand you get a couple extra rolls on turn 6
