My hunch is that this is weak. It's similar to Reno Jackson, you get survivability but lose consistency, and that tradeoff is simply not worth it in current day Hearthstone without additional synergies.
There are a few exceptions that I could think of. Whether or not they are good enough I don't know:
If you can consistently draw Reno somehow then his heal becomes even stronger, and highlander decks often don't care about drawing specific cards anyway.
Many quest decks don't care about specific cards, the 10 health might outweigh running slightly worse cards.
Any deck that often runs out of threats may want this, such as Front Lines Paladin.
I'm sure they thought they were geniuses for this idea, but I really hate cards like this that arbitrarily decide that you are going to be playing the game under a different set of rules than your opponent is. Elder Scrolls Legends tried something similar when they introduced tri-color decks and it was not good for the game.

I guess.......mby combo/tempo decks don't run this, and aggro does? I'm torn but concided (confused and excited)
No Combo, Tempo or Aggro Deck will run this, this is just for Control and probably not even for every single Control Deck

yea but gaining 10 health (which is an upside) for having to thicken your deck (which is an downside) doesnt seem worth it to me. why should you want 30good and 10less good cards in your deck? that makes your topdecks worse and your potential to have your best 1drop in the opening hand.. or or or. i think you get what i mean.
It's a very strong card for Warlock or Warrior.
It's a true downside only if you're playing aggro or combo decks, actually even some draw heavy combo decks could utilize this for extra health and space for additional tech options. Other than that it's an auto include for almost every control deck in existence and a good majority of mill decks.
10less good? Why?
