This is something I got from a website called hearthstone gamepedia concerning the ability elusive which is the unofficial term for "can't be targeted by spells or hero powers" http://hearthstone.gamepedia.com/Elusive It says "Ben Brode has stated that the elusive ability was "right on the razor's edge" regarding whether or not to create a keyword for it.[2] Yong Woo has also stated that it is possible in the future that a keyword will be added for the "elusive" ability - should there come to be a sufficient number of minions with that behaviour in the game.[3] The team have considered names including "Shroud", "Untargetable" and "Ethereal".
Also on http://hearthstone.gamepedia.com/Ability#Keyword_creation. Its says "Yong Woo has stated that it is possible in the future that keywords may be added for currently existing abilities such as the "elusive" ability of the Faerie Dragon, Laughing Sister and Spectral Knight - should there come to be a sufficient number of minions with that behaviour in the game.[3] Other card text for which keywords were considered, and for which keywords may be added in the future, include on-draw effects, Poison, and Joust.[5]
So maybe the reason why cards like Faerie Dragon do not have the elusive keyword and why Emperor cobra did not have the poisonous keyword until now is simply because there were not enough cards with that mechanic. Now poisonous is officially being made into a keyword, not only is it just more simple, but also there may be more cards getting printed in the expansion with the effect and there are enough of these cards to justify giving it a keyword.

How good will it be is another story; we still have 129 more cards to see (39 if you only include unrevealed neutrals and unrevealed warrior cards). But, we are also getting another 270 cards later this year ¯\_(ツ)_/¯
I'm hopeful and excited for CW; it has been my favorite archetype to play since GVG.

I wish this cost 5 mana instead of 6. That would make it playable.

This is best comparable to Wyrmrest Agent. The big difference is that Vulgar Homunculus has no conditionals on getting its attack to 2 or receiving taunt. I think Vulgar Homunculus will find a home in many, many warlock decks.
