Good question. Without the text of Battlecry, I would assume that starting out as dormant is a passive effect. In fact, if The Darkness get's pulled by Dirty Rat, the shuffling of candles wouldn't happen so it would just be dormant forever

 No, if you mill a candle, the minion doesn't get activated at all. And by giving him a candle and you milled the candle, you also prevented him to lose a card from his deck.

Finally: when you mill the candle, the candle itself also doesn't draw a card for the enemy, so you actually helped him.

Edit:  Dropped Fire Plume and Tolvir and added Tar Creeper and Twilight Drake (to increase Drakonid activation odds).  Hit a quick win streak.  Good deck.
