This is how I always feel when people complain about "stealing cards". Card advantage is important...in a vacuum. Thoughtsteal nets you 2 cards for the price of 1. But it's just two random cards.
It's sort of like how Tracking gives you one card at the price of three (sort of, obviously hand size and deck size are different considerations), but it's great at thinning your deck.

I see it obvious... August goes from 1-31 and you don't want 130 new cards on the middle of a season... so you "turn the switch on" the 25-26 when the season is almost over and people will don't "play" with the new cards on high ranks of the meta and you start the September season with a fresh new meta.
