They did say one year is supposed to contain 1 Expansion into 1 Adventure into 1 Expansion followed by the same cycle in the following year so that was kind of always the plan with standard.
The problem is the timing of the Standard rotations, not the timing of the expansion release. LOE is going to get way less time in Standard than BRM, just like Gadgetzan is going to get way less time than Old Gods.
The Rotation should occur two years after an expansion or adventure is released. It shouldn't be calendar year based. This way every card lasts about two years in Standard.

They have said spring exp., Summer adv., Winter exp. Is the new cycle from here on out. There had to be a first year of that cycle sometime so gadgetzan is that set. But it will be in as long as every future winter exp. The winter expansions will always have a little less standard time then the spring expansions the way its made but I think that's fine. It's still a whole year and a half which is an eternity in hearthstone time.
I also think it's a bit sad that one expansion loses out on 8 months (33%) of Standard viability compared to the rest, but there is something positive about the way this system works which kind of serves as a trade-off. Now between the winter release and the spring release we have the largest Standard viable card pool we'll have at any point through the whole year so there are a whole lot more cards we get to use in combination with these new cards right away compared to a spring release.
For example during this winter-spring period we get to make decks that contain both Reno Jackson and Kazakus! I sure am looking forward to updating my renolock and reno mage decks with this new amazing addition, as well as the Kabal Courier ofc, I'll probably even have a go at making reno priest decks, maybe it'll work, who knows!^^

Yeah, That will be pretty, WILD, wouldn't you say? what a WILD GAME MODE standard will be! If only a WILD game mode where we could always do this existed!

Yeah, Yeah , I know standard specific, but whatever, standard has been a pretty big failure of a game mode in terms of what it set out to do, i.e. diversify the ranked deck pool; Wild actually has a much more diverse range of decks for each class than standard will or ever will. Standard is way more stale in that degree than wild will ever be,

I totally agree.. I wonder how viable kazakus will be after Reno rotates out.. Will it be strong enough to justify that kind of build? I think more with mage and priest possibly.. But I think warlock needs the heal more.. Though kazakus Will be insane with a 10-mana spell the turn after you jaraxxas

Yeah That's a good point, and honestly removing all the consistency in your deck just to make the spell....more likely than not wont be worth it without also having reno in the deck as a recovery option. Reno works on its own because its insane effect makes up for the inconsistencies of having no duplicates. I don't think Kazakus can pull its own weight to be honest.

The devs said they really like the no duplicates effect. It sounds like they want to do more, but since the effects are so crazy, they didn't want to go overboard.. So maybe another one after Reno cycles out would be worthwhile

The timing has nothing at all to do with it. This expansion is going in the WOTOG + Karazan block regardless of when it is released.
