But if u only need to be competitive, not have complete set, maybe around $150 and a bunch of hours grinding gold, and you could craft maybe 3 competitive decks.
It's much more a matter of time than money. Your collection grows very steadily, and if you're responsible with crafting and use arena/lots of gold from daily quests, your collection will build fast. There are many purely free tournament players and legend players, some of which who have started relatively recently. Don't be too worried about rank, play a lot, and enjoy yourself. If you do invest any money, I suggest buying the adventures immediately. They provide very good cards and are much cheaper for money than for gold, though it's also reasonable to grind them out through gold play as well.
Truth. Early in the game there are tons of achievements that give gold. If you're willing to spend a little, use real money for the adventures and you can get enough to packs to be competitive just from grinding for gold.

I'd suggest a 40-60 classic pack and and leave it at that. Be as much as you'd spend for a regular game and give you the much needed Expert card boost. Cards you won't use, dust craft others. Save your gold for Adventures and card packs from then on. If you haven't done The expert AI or classes to 10 for all of the basic cards, that's your first steps for some free gold.
First thing I always tell newer players is grab Naxx and BRM adventures because they offer a sure way of getting some generally good cards and legendaries that can be used in multiple decks. I also recommend starting with classic packs for a little while since generally most of the cards will be from that set that newer players can use more efficiently. After that, start opening the other sets to grow your collection. Buying packs is up to you, it is pretty much whether you want to spend the time or the money on what you want to do. Most (don't go for control warrior at the start :D)competitive decks should be almost available to you within a decent amount of time if you do quests every day, get the free pack from tavern brawl, etc.

If you're good enough to average 5 wins per run, with a few 12-win runs every now and then, you'll have most of the cards you want in 3-4 months. I've been doing arena for 2 1/2 months, have spent $90 on the game, and I'm missing a few legendaries and epics. I'm probably getting about 5k dust per month, in addition to whatever else I get in my packs.
You really don't have to spend any money, unless you want to jump right onto the ladder and climb to legendary.
I would start playing a lot more arena than ranked as a newer player and as other people said prioritize the adventures first if you are going to spend money. But first spend all your gold getting better at arena. Worst case you pay 150 gold get a pack and some dust or gold. once you can average 3+ wins you will be coming out ahead of where you would if you were just buying packs.
Then just make sure to do quests (and dump all of the 40 gold quests) as well as at least 1 tavern brawl win a week and your collection will grow quickly.
Until you get some good cards though the ladder can be really frustrating, I used to HATE when everyone dropped Dr. Boom turn 7 because there was nothing that I could do about it...but in arena you are all on even footing.
I wouldn't spend money unless you like doing that and want to support the game. But, honestly, you can collect cards very rapidly. I think the best investment is Arena if you are maybe a bit above average as a player. If you only win 50% in arena it's still about as cost effective as buying a pack with your gold. And to me, starting out it was very frustrating to be on the ladder playing a deck full of commons and get matched up against a deck with legendaries. But in arena every person has the same random set of cards. Nobody has an advantage over you.
So, if I was to give advice I'd suggest just getting good at arena. You can probably play one arena run a day if you are doing your quests and such. A pack a day will build up quickly. Heck even every other day is good.

Buy either the 40 or 60 pack bundles (40 if you're buying through amazon coins, 60 if you're buying through other means). You should have enough in this case (if you are super unlucky) to craft nearly all the cards you need for this deck:

honestly ive put in about 400$ or so and i started about 2 months ago. Buy both expansions and then like 80 packs from each of the 3 card packs and that should be enough for you to start out with what you need to play.
All these people telling you that you dont need packs dont make any sense. with just basic cards and the expansions you cant make really good decks. you need alot of epics and legendarys for almost every decent deck out there and you cant make those decks without packs unless you play for months and collect coins for arena and win legendarys from arena packs but fuck that honestly. if you got the money to blow just do it and the game is alot more fun instantly and easier lol.
I've been playing Hearthstone, I haven't put any money into the game and have been stagnant at level 25-23 which is expected I guess
I know that in order to move up highest (or lowest) ranks or even get to Legendary one day I need to put in better cards

I don't think it is in a good spot at this moment to spend money on it. Kinda unhealthy.
Remembers me of Diablo 3 few years ago when it was completely trash with auction house and stuff.
I would strongly recommend to wait. Wait a bit more to see what is the direction Blizzard is going to give to Hearthstone.
