Target Dummy will finally see play to counter this ultra-aggressive Wisp cancer deck. This is even worse than the Undertaker era. At least you need to pay a mana for that minion, FFS.

At one attack, there's really nothing that trades with it on curve. I say nerf its attack up to 7, to put it in BGH range. Then people will at least have a chance at dealing with it!
From this new card we can see the determination of Blizzard to push the meta into a hyper-aggressive face aggro. Wisp actually points out the weakness of facehunter: they are not emptying their hands fast enough. Bonuses on cards like Quick Shot and Core Rager are not activated frequently enough because current card sets do not allow the hunter player to empty his/her hand on turn 3. With more and more additions like Wisp, the empty-hand-punch-face-hunter type can finally be complete. Expect to see another surge of this new evolution of facehunter.
Edit: This change to the facehunter philosophy is also in line with the push for interactions with your hero power, which this set encourages. Currently hunter players have to struggle between the option of "empty hand and waste Hero Power chances" or "use Hero Power and get cards stuck in hand". This dilemma is very bad for facehunter players. With cards like Wisp, they can empty their hand while simultaneously use the mana on Hero Power. So expect to see more cards like Wisp to be revealed in the rest of the TGT set.
It is actually a great card if decks were expanded to 40 or 50 cards and opening hand was 8-9 cards. It could make some crazy combos for rogue. Turn 1 Wisp + Coldblood + Coin + Coldblood would create 9/1 isn't that great?
