Already there is a card in game which does exactly that it is Reincarnate. Besides of this most people run 1 silence (2 max) because card with silence are garbage if you don't have target for it. So silence is not a big deal and reversing it will kill a point of silencing a minion.
Sort of true about reincarnate, but what about a neutral minion that can remove silence and possibly even restore buffs? Perhaps a legendary that could do this?

Hm, no. You have to define "buff", too, and everyone has to understand it... You can do that? Many "buffs" have drawbacks in some circumstances.

It could be a thing, but I agree it would have to cost a lot. The mentioned 7 mana 3/4 minion with unsilence. Which therefore probably wouldn't be played. It's probably annoying to code if you're going to restore a minion with all the buffs/debuffs in tact. I assume you'd be wiping out any buffs/debuffs that occurred after the silence. I also assume in the case of multiple silences on the same minion it would be going back to the state before the latest silence. Something like someone silences a minion, you put a buff on it, they silence it again, you unsilence and it's in the state after the first silence with the buff, right?
It would not surprise me if this kind of thing being confusing is the reason Blizzard will not implement unsilence.
To un-silence a card is like turning back the clock. I think this is a ok idea if it returns the minion to it's original state, but it would not be ok to return it back to a buffed state. Can you imagine that, Priest buffs a lightwell to 20/20 and when you silence it, he can un-silence it back to a 20/20? That would not be feasible and the reason should be obvious...
I always felt that silence should only remove one effect. So if you had a taunt with divine shield you could choose which one to silence. Then have the polymorphs do a mass silence type of thing. Probably pretty broken, I'm sure. This comes from hundreds of games where I am scared to play Tyrion.
Silence is meant to counter cards with strong effects. Cards are balanced on the basis that silence is a possibility. If you allow players to "unsilence" silence effects, then that will make it harder to counter cards with strong effects and make it less risky for players to pile on buffs onto one single minion. It would throw the game balance out of whack.
Considering that most decks do not run more than two silences, having an "un" silence would be game breaking. Ex. Restoring Tirion. The developers want to see players play creatively and "un" silence would eliminate some of that.
Although early on, I thought that silencing a silenced minion would restore its original stats. No surprise that I ended up throwing the game.

Other things to consider: if it reverts a minion to it's original state then doesn't that mean you could use it for other means as well like healing a minion or resetting a charge (Leeroy, 'unsilence', reattack). Then there's crazy stuff like dropping a Rag, having Vo'jin swap its health, then 'resetting the rag, and so on.
Note that the current way to reset: bounce, costs half a mana + the cost of the bounced minion (see youthful brewmaster) and it can't revert polymorph. THus the cost for something to do the same thing AND revert spells like polymorph will cost far FAR more than that. Note that 'legendary' doesn't add more 'points', just lets you gain more unique effects. You can't just take a youthful, give it a full 'reest' ability, then make it legendary. We're probably talking a 2 mana 1/1 with this ability as a legendary or something more managable but class specific (priest?)
I'm glad I'm not the only one wondering about an un-silence effect. After asking about it a while back and giving it much thought I think it would be better if we had new and/or improved mechanics instead. It's already easy to bounce or Reincarnate minions. Although I would like a way to un-Hex or un-Polymorph a minion I'd much rather have ways to make such things backfire (like Secrets or minions that enter play during your opponent's turn in response to certain actions). Un-silence would be very situational with limited use. I wanna see more Combo cards and Secrets.
When I was playing Miracle Rogue I used Shadowstep sometimes to un-silence. Or Sap on enemy minion as un-buffer. That's not formely silence but the outcome is the same

Maybe sometime of time warp card for a minion. Just got Rag turned into a sheep/hex, time warp him.

Depends. Would you like a card that can un-destroy a minion? Or un-return it to your hand? Or un-polymorph? Or un-hex?
if we start making cards that can revert effect of hard/soft removals, we will end up with s bunch of useless cards in a deck.

Unsilence would get way too complicated. I'd rather they introduce a new mechanic instead, or some more Combos and Secrets.
