Either I'm more lost that you or I understand it differently. In my opinion, standard and wild will have the new version and Legacy will have the old one.

The alternative is we have a single version of each card, which seems a better(?) way to do it. However, we then open the box of getting dust refunds for amended cards.

It's definitely stronger. Like yeah if you're below 15 health he only heals 5 HP now but having your HP capped at 15 was honestly so bad and made him totally unplayable. The way he's now and with all the healing Warlock has available he's gonna see A LOT more play. With cards like every Soul Fragment generator, the newly improved Drain Soul and with Mo'arg Artificer still having a year left in standard it means you can very easily heal past 15 HP and that alone makes the Hero Jaraxxus infinitely better than the Minion Jaraxxus. And before you say anything I'm talking exclusively about Standard, I don't play Wild nor do I care but I'm also sure Jaraxxus is not even played on Reno Warlock tbh.

I think it has to do with the art, if it's the old art still, then it's a balance change, if there is new art, then there will be two versions of the card

Yeah I know that but what I'm trying to say is that some cards like for example Ysera or Deathwing received new improved versions but they are totally new cards, those being Ysera the Dreamer and Deathwing the Destroyer respectively. For that reason you can play good ol' Ysera and Deathwing on wild and also Ysera the Dreamer and Deathwing the Destroyer cause they are separate cards.
