So, I have realised that whenever a card is shuffled into my deck after having played Polkelt, the order of the deck apparently becomes random again. Has anyone experienced this as well? It doesn't certainly feel like it should be happening.
There is also the fact that whenever an opponent plays their Polkelt, the animation takes place on my own deck.
Deck is always reshuffled when a card is shuffled into the deck. Polkelt reorders only when he is played. He doesn't change one of the game's essential mechanics, lol. If you want to keep that order, don't reshuffle anything into your deck. It's not a bug, and won't be "fixed".
Above comment is not useful so I’ll add that if any player shuffles a card in any deck, the deck is shuffled. So if you play Lorekeeper and your opponent shuffles a bomb into your deck, guess what happens.

I agree, I think it would be more interesting if the mechanic was “add X to the deck” without shuffling it. It doesn’t change the rng of drawing the added/shuffled card, and it wouldn’t negate the unique effect of Lorekeeper, which is technical enough and shouldn’t be so easily countered.
I think it's worth noting that only with Sightless Watcher and Lorekeeper Polkelt (also Sphere of Sapience) has there ever been a difference in hearthstone between inserting without reshuffling, and reshuffling with an insert. There hasn't been anything else which manipulated the order of a deck and left it there.
One neat thing about a purely digital game is that a random insert is actually random and secret, while that couldn't be the case without reshuffling in a paper game like MtG.
Personally, I think it's probably for the best that there is a reshuffle. I think there probably should be a counter to powerful deck control mechanisms. If it was just Sightless Watcher, I don't mind, but with the new stuff this set, I'm glad there's a way to interact with it.

I'm sorry by their own definition, this is definitely a bug. You shuffle a bomb into the order of my deck, not shuffle my deck. If you change the verbiage then you can say that's how it's supposed to go, but as defined by their cards, Lorekeeper>Bomb.

This will never be fixed because it's 100% not a bug. Do you know what the word "shuffle" means? If bomb cards didn't shuffle the deck, then the word "shuffle" wouldn't be used.

How could you shuffle a card into a deck without shuffling the deck?
I suppose you could make the card do a little dance as he's inserted in the deck.
But imo the wording then should be "A bomb shuffles it's way into your opponent's deck."
