I would assume this is because you have other options to choose from with Mire Keeper and honestly 4 mana 3/3, draw a card is probably not really balanced. Wild Growth without this mechanic would be a dead card with literally no purpose.

^ This. It would make Mire Keeper too strong, not only flexible and useful in the midgame, but also very valuable in the lategame. This is one of the few times were an incosistency is completely reasonable.
its not just mire keeper, same thing with jade blossom, biology project, nourish, greedy sprite etc... and thats because all of these cards do something extra whether it puts something on the board or draw you cards or in biology projects case it becomes a coin in the late game, the only card that acts like wild growth and gives excess mana is astral communion as far as i know, there is no inconsistency.

You forgot about Pilfered Power. It acts like Wild Growth too: gives you Excess Mana if played when you already have 10 mana crystals; but I agree with everything else you said. :)
I remember them addressing it. Hearthstone Devs position was that allowing it to draw a card was a mistake for power level reasons. Why they haven't nerfed that part of the card out of existence yet...I don't know. It's a mistake that has become grandfathered into the game I guess.
Why is it that playing Wild Growth on turn 10 gives you Excess Mana, but playing Mire Keeper on turn 10 doesn't? Seems really inconsistent to me.
