You get two legendaries from the bundles, and usually they give away one random one for logging in during the launch. Beyond that, the odds of a legendary are one in twenty packs.
My guess is somewhere around 300 packs, you should get most of the set, and more than enough dust to craft the rest. Probably 200 packs is sufficient to get most of it, and then you can just craft the legends you need and ignore the ones you don't get that you don't plan to use.
It all depends on your definition of a full set. I normally get 150packs+/- and have never had trouble creating any decks that I wanted to play.
Please note that I've been around since closed beta and have had all classic / basic cards for good while now. It helps getting the weekly dust injection from brawls too.
Also note that I havent dusted a wild card I didnt have an extra copy for.
I have been playing since the end of Beta and been buying packs up to Mean Streets of Gadgetzan. I have not spent a dime ever since then as I do not play wild so I dust most rotating cards (I still have the ones needed for Big Priest :D ). It is very easy to get to 10k+ gold from expansion to expansion and I usually have 20k+ dust as well. This allows me to buy 100 packs in the beginning and craft anything that I'm missing from the decks I want to play. I usually have all of the top decks and whatever else I want to try out (for whatever reason I still craft most Warrior and Shaman legendaries... don't ask why :) )
So, to answer your question, with 10k gold and 10k dust you should not buy anything, assuming you have a full Classic collection.

Dusting a full pack gives, on average, 100 dust so it would take 570 packs to get the full set IF you dust all the contents of the pack. Obviously, getting card you don't own pushes the average dust value of a pack significantly (getting a legendary mean you are saving 1600 dust, or 16 packs equivalently). The truth is that there isn't a fixed number of packs needed to get a full collection. A good estimate is probably around the 250 packs as you said but you may get there before that, or after.

20 is average luck. 40 is worst possible luck and really sucks when it happens.
I open around 200 packs everytime and I have dust for all cards from set (eventually I am short 2-4) epics. But I still have a lot of dust left from previous expansions (17k). So if you buy everytime 200 packs I think it is enough. 250 are even a bit too much maybe. But maybe this is because I have a lot of dust (i dont disenchant cards, only extra ones).
i opened ~180 packs for doomsday and missed 12 epics and 3 leg. so i guess ~240 sounds reasonable. on the other hand, i didnt spend all of my dust, so maybe 220 would suffice.
I do try and complete the xpacs since witchwood, and yes its around 200-250 depending on luck and thats also using the dust you get to craft the remaining legendaries and epics. Without using dust its pre-order (50) + 5x 70$ bundle.

I mean sure, there are a lot of legendaries and epics I don't have by just buying 100 packs/ exp for gold, but I am sure as hell not missing any of them :D
Why would you want the full set? That would mean having all epics and legendaries, including the unplayable ones. You'll probably play meme epics and legendaries just once to test them, lose and get confirmation that they're indeed bad, and stop playing them.

And the crazy part when you finally have all top meta decks is that you realize you're not even playing them all because you prefer two or three of them.
My general rule of thumb is 2 packs for each new card in the expansion. So I will get myself again around 270 packs in total. This is for a normal non-golden collection dusting all the duplicates and goldens. So far it always worked out for me.

Playing with this shows me that epics are a bigger problem than legendaries, sometimes getting 4 or 5 of a shit one and 0 of an amazing one.

There’s a very good hearthstone collection spreadsheet out there which works everything out. Look for “hearthstone collection spreadsheet” on google.
Anyway it calculates average of 352 packs for most expansion sets.
