Buuut, from what i've read in the latest article, you also get the full dust from not disenchanting them, just by having them (Just like last year, you will be able to keep your copies of these card once they move to the Hall of Fame, and you’ll also be granted the full Arcane Dust value for each card (up to the maximum number that can be used in a deck). The dust will be automatically awarded once you log-in after the Year of the Dragon begins.)
In the end, can you let's say... you have a golden Doomguard. You get 800 dust, automatically when you log-in, and can you disenchant it again for another 800 dust? Cause this is what i'm understanding, so please enlighten me guys.
No, once event fire you will receive 3200 dust for each (you will get back the crafting cost), and then you can disenchant them for 1600 each or keep them if you want. Mind you if you already have normal baku/genn you will upon the event you will receive 1600 dust for each so there's no point in crafting golden once (you receive dust only for 1 copy of legendary, golden one if you have both).
To sum up, craft the cards you don't already own (golden copies if you can afford it) and golden varians of commons (cats and naturalize in this rotation), since there's 10 dust difference between normal common (40 dust refund) and golden disenchant value (50 - and of course 400 refund from the event.).

I dont thing we are getting full disenchant value
You get full dust value if you own the HoF cards, upon login in a given date.
Disenchant value stays always 1/4, before, upon, and after.
Just keep all the cards you have, craft the ones you don't have and wait the HoF.
Do anything you want after you received the full dust value of all of them.
You do not get to DE HoF'ed cards for full value!
