There's really very little upside for Blizz to change card text just for cosmetic reasons.
Other card games like to keep non-evergreen keywords restricted to sets. Magic the Gathering has a non-evergreen keyword called Landfall that triggers whenever a land enters the battlefield. They printed a card called Tireless Tracker in a different set that has a trigger whenever a land enters the battlefield, but since Landfall wasn't part of the set, they didn't put the keyword on Tracker. Blizz added Lifesteal to older cards because Lifesteal is an evergreen keyword.
So it's a conscientious choice not to change every textbox when a new keyword is created, not just "omg hearthstone is so inconsistent."

Fair point, but Rush feels like a keyword they'd want to make evergreen like they did with Lifesteal and Discover. So if they keep using it going forward past this set changing the card Charge to reflect that (i.e. Name: "Rush" Text: "Give a friendly minion Rush.") kinda makes sense.
If Rush becomes evergreen I agree it probably should/will be changed, and it wouldn't surprise me if it did. The designers have mentioned that charge is problematic and restrictive, Rush gives them more design space without worrying about OTK's.
Although the fact that a basic card from the core set is named "Charge" and doesn't grant charge is going to be awkward no matter what. I don't believe they've ever changed the name of a card since the game's release.
I think the larger problem is that Charge is the name of the card. Renaming a card is far more disruptive than changing card text, and changing the card text to "Give a minion Rush" while leaving the name the same is just confusing.
