If the lower step was set to 10%-20%, this would rule out a share of new players, that is those who atm have unlocked less than 83% of Basic cards. You might argue that that's a transient condition, quickly and easily overcame... nonetheless somebody is bound to fall into that segment, and 4 votes so far given to "10% or less" seem to confirm that.
I think the more logical assumption is that those people are trolling.

I'm at roughly 45%. (This is for complete normal and golden set. I don't know the percentage in terms of having every single cards regardless of normal or golden)
go to your collection page, verify that "Standard Collection" is in the brighter shade of red (if not, click it) and check your "All" grey box. Divide the first number by the second, multiply the result by 100 and voilà, that's the percent we're after :)
That seems far too low. I have an US FTP account which I started not even close to the beginning. I started this account in the beginning to do some arena as I would not want to pay money for this (and I was really bad at that time, so definitely worse than simply buying packs). And still I am around 75 % there and only do the daily quests since I managed to have enough wins in Arena on my normal account to pay almost for itself...
As someone who's played hearthstone seriously since the beginning and done every daily quest and spent it all on packs and unlocking all adventures, still only around a 60-65% collection. That's the best you can do as a F2P account without arena farming, I'm afraid.
I'm F2P (I did pay $5 for the booster deal) and at 84%. I started a few months after beta, and I did do extensive arena during Naxx/GvG, but then tapered off to one or two arena runs per week until arena went to standard, and then stopped altogether. If I dusted and spent the rest of my gold I could easily have over 90%.
73%, totally f2p (not even the welcome bundle). No GvG cards at all, but all adventures bought with gold. Been playing about 18 months. After I got the adventures I then alternated buying packs and an arena run, I always spend gold when the amount I have left after spending gold is 100 gold more than the last time I spent any, so my gold creeps up during the expansion while still getting packs and arena runs. Also, I always get a Classic Pack immediately after doing or receiving an 80g challenge a friend quest.
I have 130 classic packs + unknown amount for first pity timer (estimate about 30 or so), 92 TGT packs, 82 OG packs, 83 MSG packs, and 75 JtU packs (soon to be 79 thanks to Kolento).
Currently sitting on 4270 gold (and 8430 dust mainly thanks to the Hall of Fame refund .[EDIT: And a golden Nozdormu and Soggoth, both of which I already had], also I'm not crafting legendaries until the no dupe rule arrives). I spend all the gold on packs at new expansion time.
I don't dust cards unless they are duplicates or get nerfed.

That's a good point. The total collectible is 2217 right now, not 2225. So divide the first number by 2217 to get the correct percentage.
Don't know if it's because of this little discussion of ours, anyway just noted that home page boxes are back to 0/0 for KFT and xxx/2217 for All [instead of 0/8 and xxx/2225 respectively, as of a couple days ago] ;)
I don't care about collecting cards since cards are not tradable it is neverending and rarity of cards are fixed. I just have cards that are playable and support different variety of decks and I dust the rest.
I have a selfmade spreadsheet to keep track of my hearthstone collection using the innkeeper program.
Right now my collection is 93,10% complete in cards or 79,04% complete in dust value, i don't care about golden cards so they are a dust buffer for me when i need to craft cards.
i keep track of every set and completion rate of each, see the attachment, it's a bit messy and i'm probably the only one that understands it fully.
I think i would be more interested to see a f2p only version of this post. (with lets say max expense: 10 currency (euro, dollar ...)) I only bought welcome bundle bec I've been playing for a while and wanted to contribute a bit to the game + it was a good deal, still consider myself to be f2p.
As a completely F2P player I guess that I have a nice collection, 74% cards from standard and 66% cards from Wild. I have started a bit before a WotoG, so I don't have many cards from GvG (only 2 packs).
Maybe I should clarify that in however many hundreds of classic packs I've opened I've never opened a "good" legendary (sylv, rag, cleef, etc) so I've been forced to dust all the bad legendaries and epics in order to craft those cards which is a huge strain on dust resources.
I think i would be more interested to see a f2p only version of this post.

But seriously, the concept could be refined in a number of ways. We could not only distinguish F2P from non-F2P, but also divide the latter into something like big, medium and small spenders... or even finer divisions.
Another thing I'd find interesting would be to analyze collection completeness as a function of time since one started playing.
And we could consider even more dimensions, like average time played per day, repartition of said time among ladder/arena/other, player's region and whatnot.
The dream would be to have a big Data Warehouse with OLAP cubes and data mining. But, short of being hired by Blizzard, I'm afraid we won't be able to access such a thing ;)
