Yes, everyone can reach Legend. The only requirment is TIME and once you have that but may lack on skill level, you just have to become a bot and go with Pirate Warrior or similar decks. If BOTs can get to Legend each Season with "braindead" aggro then also someone playing the same deck can go there.
If you want to reach Legend with more complex deck then you must have also a good level of skill, on top of the time to play tons of games.
I'm not playing the game so much anymore, but is pirate warrior really still a thing?

Assuming a player is actually trying (i.e., playing at at least a 40% winrate), they will inevitably stumble upon blind luck to win those last 25 games. The only limiting factor is time. Considering 10 games per hour, 16 hours a day, and a 31 day month, you have room for just under 5,000 games. Run the numbers for a full year, and I would think it's a surprisingly low win rate that would more or less guarantee at least one win streak to make legend.

While this is theoretically possible, it's extremely unlikely. People have done the math to death on this kind of thing (I found one that actually considered below 50% with and without floors here), and if you're rocking a 40% winrate then just the climb from 5-Legend is upwards of millions of games you'd have to play to assure making it there and you'd have to deal with a reset every month.

This is ridiculous - anyone that can pilot a deck at over 50% wins will reach legend with enough time spent getting the wins needed. This isn't some debate, it's math. I haven't reached legend yet because I only spend about 20 hours a month playing the game, and I'm fine with that. If you really want legend, put in the the time and grind it out.

This is a fallacious argument. A bot can play infinite games. A human can not.
A Bot cannot play infinite games, there is a limited amount of time the bot can use to play, meaning a finite number of games it can play.
Currently, the fastest decks resolve their games in about 6 minutes. In a 31-day month, that's 7440 games, not counting downtime. So, a bot would have to achieve above about a 46% win rate or better to do so in half the 31-day months attempted.
You just need to pick a tier 1 deck that is consistence enough (50%+ winrate in this meta) , preferable self piloted (high skill floor) and to play enough games to get from rank 5 to legend.
Best picks for now are pirate warrior, quest rogue or one of the flood decks (druid\shaman), the characteristic you're looking for is highly polarized matches, you either crush your opponent that can't answer your early game or lose horribly because he can.
I'm having a super hard time reaching legend this season. Went from rank 2 to rank 5 like two times already. Currently rank 3.
Based on some simulations I did (and posted about here) it's possible to have wildly different experiences from month to month even assuming that you have a fixed, relatively high likelihood to win. If you have a solid but not spectacular 54% win likelihood* (which is above average for all decks in the meta), you'll find you just don't make it some months unless you can consistently get in 1000 games or more.
*Note that this is not actual win rate, but the underlying chance that you will win each game before it happens.

I think it's funny when someone says that you only need to pilot a deck at over 50% wins to grind out legend, yet there are always posts on every Hearthstone message board with players looking advice on how to reach legend. While it's true that you can boil it down to simple math, the fact is that not everyone can fit into that equation. Also lot of players simply get discouraged after losing games at high ranks. Doubt is a pretty big obstacle for these players.

Playing more marginally just makes it that much more time-consuming, and the variance along the way (with accompanying rises and falls in rank) are enough to discourage many players who might otherwise be able to do so.
Everyone saying it is math, you are not exactly correct. If you simulate a 50% win rate, that gives you a range of possibilities that can get to Legend. The thing about win rates is that they fluctuate. If you have a 100% win rate to rank 5 and then never win a game after, you no longer have a 100% win rate!
The answer to this question is NO, not everyone is able to get to Legend. You have to be able to play the game. YES you can be a worse player and grind out a win to Legend after playing 2000 games, but for the most part, it is not going to happen.

Reaching the 10-5 range puts you in the top 5% of the entire playerbase. Hitting 5-1 puts you in the top 2%. I know plenty of people who love this game and play all the time, but they have never hit the single digits. Maybe the just don't care enough to learn all of the matchups, or maybe they just don't have the right kind of mind to be great at a CCG. Whatever the case, no, everyone can not hit Legend.
@DiamondDM13; there are many reasons someone can miss lethal like Control did without it meaning they're a poor player, everyone makes mistakes. The fact is that ladder/streaming/tournaments all have their own different pressures and distractions, and in the case of the tournament Control was clearly pretty nervous and had later explained he was pretty tilted.
Spectating is easy, low-pressure, and people tend to forget that you're looking at board state/hand context with nearly perfect information. I'd hesitate before getting on a high-horse about it. I'd also suggest you check out other content Control has made for trying wondering how he even got Legend in the first place, because it's pretty clear in his element (Wild Ladder) he's an extremely solid player.
