There is no certain number at which you have played "enough" games. The more, the better. To actually be able to get an idea if the deck is viable you would hundreds of games played on different levels, at different times, on different days (weekend vs weekday) etc.

Sure they can, if that person would actually play more than 12 games at whatever rank and not instantly claim it to be "secretly OP" with such a minimal sample size.

I'm playing with a Elemental Overload Shaman and played a similar deck to this today. I crushed it mercilessly. EO Shaman is definitely not meta yet at no point during the game did I think I'd lose to it. He even filled up the board and I still overcame it without lightning storm. The problem with the deck I'm running as well is that overload is a huge hit to the tempo. Against aggro you have to pray your tempo turns are a fat swing. The curve looks low and it seems that the hope is landing all that early value and slamming the hero card or the spell early and on curve. A deck's win condition cannot be playing its best cards at the exact right time. A deck has to survive outside of its perfect draw. I don't see this working until rotation hits.

Quantity alone isn't enough. Think about what you're selling and to who. How would your list fare against hunters? Odd Rogue. What is it vulnerable too? Once you're able to field those queries than you've played enough.
Bloodlust is imo a lot better than the stormbringer. More reliable at least. I been dabbling with elemental/evolution shaman myself, and having krag'wa to refill your hand with unstable evolutions is more valuable than Thrall.
This is what I'm currently working with but it needs some refining. If something good isn't there, chances are I simply don't own that card.
ETA: You should realize that if you cast UE 4 times, and next turn play Krag'wa you get 4 UE's back into your hand.

Well, it's always good when somebody tries to discover deck (battlecry: you discover tier 1 deck), not just copy existing one from streamer/championship/guide. I really hope that topicstarter will have success and joy from this game.

You can add Earthen Might and Witch's Cauldron for more synergy with Voltaic Burst.

I tried it with zentimo instead of electra for some spicy unstable evolution stuff... not very good unfortunately

Zentimo is not good for the deck besides this deck is not good against rogues or priests if you face many the its a bad choice .
