Alright, I'm nearly set and ready to submit. I need all the feedback I can get because I have to submit it in a couple of hours.
I've tweaked and reworded some of the cards, the current result is:

Watchmen are supposed to give up the chase after the first couple of turns. If they don't you've got the wrong watchmen.

I'm currently thinking about which Legendary to put into the set:
I like Pastor Oats the most however I couldn't find a Priest/Cleric with a Two-headed battleaxe and that is the closest I've got to the art I want to have. Chrysoprase the Troll fits thematically really well but might be overloading the class with draw mechanics. He could possibly reward you in some other way for collecting bounty. Moist von Lipwig I am most unsure about. It would probably be really unfun to play against it.

I am thinking about forcing some tribal synergy into the class by having a tribal secret (if X condition is met, give your Criminals Y) and maybe taking out a card (likely Night at the Castle) and putting a tribe-synergistic spell instead. One of the following will make it into the set, the other will not:
The last secret will probably be:
The idea is that if you take the bait and assault it, you are getting busted, arrested and thrown into jail.
I think you should go with the Troll as the Legendary. The others seem more complicated, and better suited for expansions.
I still think it's really weird you have a card called Unlicensed Thief and another called just Thief. You should give Thief a different or more descriptive name.
And I still think Werewolf is too powerful. It's ability is powerful, and it needs to have a stat detriment to make up for it. Right now it is on statline and has a powerful ability. I think like 3/4 would be fair.
Ambuscade is worded really awkwardly. I think you could do "At the start of your turn, summon a 2/2 Bandit for every minion played last turn." Last turn and your opponent's turn are synonymous, so that should be fine.
Bait in the Shades seems too powerful. You can compare it to Vaporize. Vaporize has a better effect, but Bait in the Shades has a much better trigger. You can avoid Vaporize by trading minions, but you have to just go face to avoid Bait in the Shades. I think the trigger should be attacking the Hero.
I can call the ordinary Thief "Thief of the Guild". That would be a bit more descriptive but I'm unsure.
Having 4 health IS the stat detriment because it can be taken out by nearly anything. But if somehow she isn't taken out you are able to cash in. I was thinking about making it a 4/4 or a 5/3 but with both of those statline it becomes unplayable.
But if you can avoid the secret by going face and trying to win the game before your opponent can - its alright. Its not as if you couldn't attack at all. I am still unsure about it.

Troll is a bit overcosted imo. Balancing always occurs around "2 turns / minions / enemies" etc and having that tied to an additional trigger (minion has to die), makes the effect roughly valued around 1 - 2 mana, closer to 1. I actually think making it a 6 mana 5/8 akin to Trade Prince Gallywix seems reasonable. If in doubt, keep the mana cost but bump up the stats by at least 2.
THe only reason TPG is a 5/8 is because his ability can be exploited by the opponent. Troll has the body of a very strong 5drop or weak 6drop. He has a huge ability on top. I can see myself buffing him to a 5/8 if you really think he is weak.

Troll has more flavor. The thin gis, TPG gives you valueable cards and shies your opponent away from actually using them, so he sort of has a board impacting presence. The coin is pretty negligible in most situations since we are talking turn 6+ onwards. Drawing a card right away is strong. Having that tied to a deathrattle makes it costing less. Having that tied to your OPPONENT's minion makes it costing even less than that, since it requires you to use up resources / trade with minions to have access to them, so the actual effect is not costing very much of the budget, if we apply the usual "2 target" rule. Him having 2-4 stats less than most other 7 drops seems unreasonable for such a slow-triggered effect. But yeah, make him 5/8 at the very least or preferable make him 6 mana and keep the 4/8 stats.
Pastor is on the very other end of the balance spectrum. It's a 3-fold effect, which costs primly. You get a 6/4 body, a 6/2 weapon as battlecry (which alone is roughly worth 5.5 - 6 mana) AND heal for 10 (around 3.5 mana) all combined in a single card. It was just a concept. If he is THAT OP I can raise his cost to 9. Is Pastor Oats fine at 9 mana? Which legendary would you recommend to use in this set?

Well yea up-vote/poll, both applies. As long as you disqualify people and not "just don't count the fake vote", I'm okay with it. I just find it suspicious when people submit their cards in the submission and after 30 min they already have 5 up-vote, oh well.
Alright, I've buffed/nerfed both Legendaries according to feedback, I've written the entire submission, now I need to decide which Legendary I'll use. 37 minutes to go.
I've found 3 images for Forgiveness suit it alright. Currently I think the second one is best, not sure tho.
