As a follow up after talking about with a friend, here is what I've come up with:
Week One: Basic Set. This is a warm-up week, no one gets eliminated. Instead, you will fight to avoid additional challenges and also for a chance at immunity. The bottom three entries will face personalized challenges based on what they submitted (if they made too many minions, they have to make more spells, too many 4-line cards, they have a cap on those, etc.), while the top entry gets automatic immunity for week two.
I have been following the discussion and have just one question. Does it mean in weak four we will have to "dump" some cards from the previous phases? I mean the "core set consolidation" involves leaving some cards in the Legacy set, right?
So far I like how this sounds, although I may have problems to join because in August I may go on vacation.
That said, the two expacs should be barrens and a random one? Or we can choose from any standard expansion actually existing?
And if we choose Barrens or Darkmoon do we have to add cards from their minisets (Darkmoon race and Wailing Caverns)?
Last but not least, flavor requirement for a barrens set will be an adventurer legend plus an upgrading card with that adventurer in the artwork, right? That one might turn out quite complicated to fulfill because of the 4 arts with shared art.

I think it would be fair if the arts of upgrading cards wouldn't depict same character, though it would be a big plus in terms of flavour.

Correct. At that time, you may also make minor tweaks to the cards that you chose to put into your core set, such as a simple stat bump/mana cost change, rarity change, etc.

Artworks for cycles have never been required. For example, when contestants did spellstones for KAC, most people just used three different artworks.
Thinking of it... it's gonna be quite a deal to make a class taking into consideration we have to give some vanilla wow vibe when making the barrens set.

That's what I'm worried about, since I have already created the basic set for my class and then realized that it breaks the rules, as I used my unique keyword in some of the cards. It wouldn't be a problem to move them to the initiate set, but honestly, Blizzard broke the card-creation rules so many times over the last year, I don't know if sticking to them even makes sense anymore.

After some further thought, I have come to a compromise.
While you should still adhere to the spirit of the Basic Set, as in, you should keep in mind what sort of cards go into the set, seeing as the DH basic set broke a few previously established rules, I've decided to allow a few extra keywords when making a basic set:
Deathrattle
Discover
Stealth
Silence*
Silence is pretty risky to work with in a Basic set, but I'm certain y'all will use the right amount of discretion with these 4 new keywords at your disposal.
Class keywords
Secret
Immune
Counter
These four continue to not be allowed in a Basic set. Class keywords is probably the one golden rule that should be respected. Secrets are a fairly complex mechanic and having them in basic would mean at least 3 slots dedicated to them. Finally, Immune and Counter are just not utilized very often, so niche mechanics such as these are best left for the initiate set.

Demon Hunter's basic set followed all the golden rules, so I don't see why we shouldn't.

It's been a while since I came in here but the new contest is peaking my interest. I'm looking at the last two expansions that I missed and there are some big changes there ! I'm not sure I completely understand spells trubes just yet so I wonder if contestants would be allowed to create a new minion or spell tribe for their class.
